I. The Special Meeting convened at 1:13 p.m.

Commissioner Safont presided.
II. Public comment on all matters appearing on the Special Meeting Agenda Session.
1. John Hanley, President, S.F. Fire Fighters Association, Local 798, spoke about the letter sent to the Commissioner from their Attorney Diane Sidd-Champion outlining Local 798’s position.
2. Joe Moriarty, Vice President, S.F. Fire Fighters Association, Local 798, further explained the effects of an expanded certification on current vacancies resulting in a broader number than the proposed Statistically Valid Grouping (Sliding Band).
3. Kevin Smith, President, Black Fire Fighters Association, supported the Statistically Valid Grouping (Sliding Band) stating that it allows for flexibility and decision based on merit.
III. Vote on whether to hold closed session to confer with the designated labor negotiator (San Francisco Administrative Code Section 67.10 (e).

Action: The Commission voted to conduct a closed session.
