Minutes of Special Meeting - Open Session

Wednesday, March 12, 2003

5:30 p.m.

I. The Special Meeting convened at 5:45 p.m.

Present: Commissioner Donald A. Casper

Commissioner Morgan R. Gorrono

Commissioner Linda Richardson

Excused: Commissioner Adrienne Pon

Commissioner Rosabella Safont

Commissioner Casper presided.

II. Public comment on all matters appearing on the Special Meeting Agenda Session.

III. Implementation of Proposition J - Board of Supervisors Salaries.

Special Meeting to receive public comment from those who may not be able to attend the Regular Meetings of the Civil Service Commission.

November 18, 2002: The Commission gave general directions to the Executive Officer to proceed with comprehensive study and to report on timelines and work plan for review and direction of the commission for the meeting of January 6, 2003.

January 6, 2003: The Commission gave directions to staff; requested the City Attorney's opinion on two issues; and to provide a progress report for review by the Commission for the meeting of February 3, 2003.

February 3, 2003: The Commission gave directions to the staff that a special meeting be held after normal work hours in the last week of February or the first week of March, including notices to community groups; and requested a progress report at its next meeting of March 3, 2003.

March 3, 2003: The Commission gave directions to staff and to continue to provide to the Commissioners progress reports.

Yvette Gamble, Civil Service Commission staff reported on the

progress of the data the Civil Service Commissioners has requested.

Jane Morrison noted that San Francisco has major impact in a population center of 6 million or more; that the San Francisco Board of Supervisors is responsible for both City functions as well as County functions - a complex form of government and large budget; and, urged the Civil Service Commission set a fair salary.

Mike De Nunzio stated that the Members, Board of Supervisors are conscientious, work very hard to serve the electorate and should be compensated comparably; but noted that in view of the current fiscal situation that now was not the time to be raising salaries.

Esther Marx commented that the Civil Service Commissioners should define full-time employment; that the voters of San Francisco have spoken and that the Commissioners comply with law; salaries set should be effective July 1, 2003 and that no outside employment should be allowed.

Agar Jaicks commented that the Board should reflect the diversity of San Francisco and that the effect of a low salary narrowed the field of those able to run for the Board.

Howard Epstein supported a salary raise; indicated that the pay should be commensurate with the responsibilities of the Board and allow the voters greater choice.

Chris Bowman indicated that the Civil Service Commissioners should also consider the cost of living in San Francisco.

Action: The Commission gave general direction to staff and to continue to provide to the Commissioners progress reports.
