The Executive Officer announced that the second meeting in January will be held on Tuesday, January 16, 2007 at 1:00 p.m. in Room 408, City Hall at 1:00 p.m.

The Executive Officer also announced the retirement of Denise Cannonier-Craig,
Department of Human Resources
effective January 26, 2007.  The Commission
commended her for her work, especially with the Commission for her clear presentations before them.

Commission will address adverse impact.  He trusts the Commission to do the right thing.

Action:

The Rule of Five Scores for the first 30 approved hiring requisitions (to Rank 34).  Thereafter, a statistically valid grouping with a confidence level of 1.96 and a sliding band of 63 points shall be used starting with Rank 35.  Consistent with Civil Service Commission rules, candidates in Ranks 1 to 34 who are not selected under the Rule of Five Scores shall be considered with those in the band.  (Vote of 3 to 0)

Note:

Commissioner Gorrono stated that he feels it is increasingly unfair to the Civil Service Commission that we are required to continually cut our budget when other Commissions and departments continue to grow.  The Commission saves the City a lot of money by averting litigation in some of the decisions that we make.  If the argument is made to the Mayor’s Office, we should not have to wage this battle every year.

REQUEST TO SPEAK ON ANY MATTER WITHIN THE JURISDICTION OF THE CIVIL SERVICE COMMISSION

 

Jacques Gulbenkian, a Civil Engineer addressed the Commission regarding his search for employment with the City & County of San Francisco.  He requested that the Commission streamline the hiring
process so that he can get a job with the City.

 

COMMISSIONERS’ ANNOUNCEMENTS/REQUESTS

 

Commissioner Gorrono requested that the Civil Service Commission institute awards of merit to highlight the heroic efforts of San Francisco Police Officers.  The categories would include Gold, Silver and Bronze.
