PUBLIC COMMENT ON MATTERS APPEARING ON THE AGENDA

   
 

The following individuals spoke on Item No. #9 - Implementation of Proposition J - Board of Supervisors Salaries:

Wendy Nelder, former member Board of Supervisors, stated that this is an opportunity to correct a wrong, to increase the salary of the Board to the equivalent of the highest amount of money anyone in the nation gets on an equivalent board.

District Attorney Terrence Hallinan indicated that the Board is a full-time job and it should have a full-time salary. The Board should have a fair salary, this is an expensive City and he is confident the Commission will do the right thing.

John Hanley, President Firefighters Local 798, expressed the support of the Firefighters Union for the Board to receive a fair and equitable salary, stating that it is an issue of fairness, is a full-time job and they deserve a full-time salary.

A. Lee Blitch, President San Francisco Chamber of Commerce, indicated that the Chamber supported Proposition J; the Board is a full time job and supports increasing their salary. He commended the staff for the report and research that has been done and urges the Commission to move forward.

Chris Cunnie, President Police Officers Association, said that like his members, the Board is held to a higher standard and should be compensated properly. This is an issue of good government and having qualified people who are paid well.

San Francisco Republican Party Chairman Mike DeNunzio, speaking as an individual, indicated that the Commission must meet the mandate of the voters and increase Supervisors salaries. He urges that they be paid at least $111,000, but emphasized to the Commission that this is not the time.

November 18, 2002:

The Commission gave general directions to the Executive
Officer to proceed with comprehensive study and to report on timelines and work plan for review and direction of the
Commission for the meeting of January 6, 2003.

   
 

January 6, 2003:

The Commission gave directions to staff; requested the City
Attorney's opinion on two issues; and to provide a progress report for review by the Commission for the meeting of
February 3, 2003.

   
 

February 3, 2003:

The Commission gave directions to the staff that a special meeting be held after normal work hours in the last week of February or the first week of March, including notices to community groups; and requested a progress report at its next meeting of March 3, 2003.

   
 

March 3, 2003:

The Commission gave directions to staff to continue to provide progress reports to the Commission.

Yvette Gamble, Civil Service Commission

Tony Hall, Member Board of Supervisors spoke on the complexities and uniqueness of the job of San Francisco Supervisor. He pointed out that the voters passed Proposition J in dire economic times and gave the Commission known for its fairness, the charge to set the salary without criteria. He supports the higher salary figure and recommends the Commission set an equitable salary.

Matt Gonzalez, President, Board of Supervisors shared and explained the thinking behind the crafting of Proposition J. A good government approach was used, made position full time and determined who would be setting the salary. He mentioned that as Supervisor, issues of conflict of interest
frequently come up when people want to work with him as an attorney. He suggested setting a salary that would create competition and improve the quality of candidates. Commended Commission on the report it prepared.

   
 

Action:

Set the salary for the full-time position of Member, Board of
Supervisors - City & County of San Francisco at $112,320
annually for a one (1) year cycle. (Vote of 3 to 2; Commissioners Casper and Richardson dissent.)
