RATIFICATION AGENDA

The following proposed personal services contracts have been posted by the Department of Human Resources for seven calendar days. No appeals were received by the Department of Human Resources during the posting period. In the absence of an appeal, the proposed personal services contracts are placed on the Ratification Agenda for Civil Service Commission review. No departmental representatives will be present.

All matters on the Ratification Agenda are considered by the Civil Service Commission to be non-contested and will be acted upon by a single vote of the Commission. There will be no separate discussion on these items unless a request is made; in which event, the matter shall be removed from the Ratification Agenda and considered as a separate item. Each individual addressing the Commission will be limited to a maximum time limit of five minutes for all items severed from the Ratification Agenda.

(7) Ratification of settlement agreement between Katrina Garrett and the City Attorney’s Office. (File No. 0260-99-7)

Recommendation: Adopt report. Ratify settlement agreement; Restrict future employment: No City and County employment for five (5) years. No future employment with the City Attorney’s Office or MUNI (Public Transportation Department).

(8) Approval of Exempt Appointments under Charter Section 10.104-1 through 10.104-12 which exceed the Charter-imposed "CAP." (File No. 0308-99-1)

Recommendation: Adopt Human Resources Director’s report. Approve the exemption from civil service of those positions identified in the report as authorized by Charter Section 10.104-1 through 10.104-12.

(9) Appeal of the decision of the Human Resources Director to amend the class specification for Class 8165 Worker’s Compensation Supervisor I and to allocate two positions at the Department of Human Resources. (File No. 0161-99-4)

March 15, 1999: Postpone to the meeting of April 19,1999 at the request of the Human Resources Director.

Recommendation: Adopt report. Deny appeals of Sharon Hernandez, Frank Martin Del Campo, SEIU Local 790, Lynne Nelson, and Don Southern. Sustain the decision of the Human Resources Director.

(10) Appeal by Jason Campillo of background rejection for Class H-2 Firefighter, San Francisco Fire Department. (File No. 0061-98-4)

Recommendation: Adopt report. Deny the appeal of Mr. Jason Campillo. Sustain the decision of the Human Resources Director to disqualify Mr. Campillo on the basis of residency.

EMPLOYEE SEPARATIONS AGENDA

As soon after 2:30 p.m. as practical, a roll call will be held of the names of persons appearing on the Employee Separations Agenda to ascertain who is present for hearing. Please respond as your name is called. Your case will be heard by the Commission in the order it appears on the Agenda unless the President grants a request to be heard out of order. The Commission will take immediate action during the roll call for those persons not in attendance.

(11) Determination of future employability: termination of permanent appointment of Vincent Van Arsdale Transit Operator (Class 9163) Public Transportation Department. (File No. 0066-99-7)

March 1, 1999: Postpone this matter to the meeting of March 15, 1999. Mr. Van Arsdale was not present at roll call. The Commission granted Mr. Van Arsdale’s request to hear matter on March 15, 1999.

March 15, 1999: Postpone this matter to the meeting of April 19, 1999 at the request of Mr. Van Arsdale.

Recommendation of the Public Transportation Department:

Cancel any current examination and eligibility status. No future employment with the City & County of San Francisco.

(12) Determination of future employability: termination of permanent appointment of Jimmy Scallion, Stationary Engineer (Class 7334) Public Transportation Department. (File No. 0129-99-7)

April 5, 1999: Postpone to the meeting of April 19, 1999 at the request of Mr. John DiNapoli, Attorney.

Recommendation of the Public Transportation Department:

Dismiss from City and County service. No future employment with the City & County of San Francisco.
