REQUEST TO SPEAK ON ANY MATTER WITHIN THE JURISDICTION OF THE CIVIL SERVICE COMMISSION BUT NOT APPEARING ON TODAY’S AGENDA  (Item No. 2)

 

 

 

Yuvonne Johnson-Miller, SEIU Local 1021, expressed her concern regarding the San Francisco Unified School District’s nutrition cafeteria workers current employment status since they continue to work with no rights or benefits.  She requested that the Department of Human Resources (DHR) look into this matter so that incumbent employees can gain permanent civil service status.

 

Lorraine Bowser, Nutrition Cafeteria Worker with the San Francisco Unified School District (SFUSD), gave testimony on how frustrating it is to work with the SFUSD for over 25 years and not have any benefits afforded to her.

 

Josh Davidson, 2672 with the San Francisco Unified School District, expressed his concerns regarding the employment status of the Nutrition Cafeteria Workers and how he believes it is unfair to have no job security.

 

Daiz Lampars, SEIU Local 1021, voiced his frustration about the SFUSD’s Nutrition Cafeteria Workers and requested that the Civil Service Commission take lead in investigating the matter.

 

President Normandy requested that Executive Officer Jennifer Johnston and Human Resources Director Micki Callahan provide an update on the issues raised during public comment and report back to the Commission.  Ms. Johnston indicated that she would arrange for the School District to provide a briefing on the issue at the next Commission meeting in September.

ANNOUNCEMENTS  (Item No. 4)

 

 

 

President Normandy announced that Executive Officer Jennifer Johnston has accepted a new position as Deputy City Administrative Officer.  He, on behalf of the Commission, wished her well and expressed that she will be greatly missed.  President Normandy also announced that a Special Meeting will be held on Friday, August 22, 2014 at 1 p.m. in City Hall Room 400, primarily to discuss the recruitment process for filling the Executive Officer position.

 

 

 

HUMAN RESOURCES DIRECTOR’S REPORT

 

 

 

Human Resources Director Micki Callahan provided an update on the Personal Analyst Internship Program.  She stated that over five hundred candidates had applied for the position and that the first round of testing had begun.

 

Ms. Callahan also explained that representatives from DHR and the School District met last week to address the Nutrition Service Worker issue.  She assured the Commission that both parties would continue to collaborate in finding a resolution within the Civil Service Commission rules and consistent with merit system requirements.

Executive Officer Jennifer Johnston made two announcements.  First, she reported that there had not been any administrative closures in the preceding month.  Second, she announced that she on behalf of the Commission had submitted the 1.5% contingency reduction plan to the Mayor’s Office as directed.

The San Francisco Police Department (SFPD) has a demand for forensic analysis of evidence stemming from criminal investigations. Presently, the demand for analysis exceeds the capacity of the SFPD Crime Lab. Labs across the United States have had great success in improving turnaround times and keeping up with demand by implementing Lean Six Sigma principles. A vendor specializing in Lean Six Sigma training and implementation for crime labs is needed to conduct a project to process mapping of the current forensic Deoxyribonucleic Acid (DNA) process from receipt of evidence to analysis and reporting, provide measurable data to evaluate current productivity, identify "bottlenecks", make recommendations, create a plan, and assist in the implementation of the improvements adopted by the SFPD Crime Lab Forensic Biology Section. A Lean Six Sigma (LSS) method is preferred and training of five staff members in this methodology is requested to ensure the lab can adapt to future staffing and protocol changes.

Accepted the Department of Human Resources’ staff report; accepted the Executive Officer’s staff report; and continued the matter to the next Civil Service Commission meeting of July 21, 2014, so that the Department of Human Resources can work with the Executive Officer to redraft the proposed amendments to include appropriate Civil Service Rule language, add definitions and clearly distinguish the proposed changes.  (Vote of 5 to 0)

Adopted the Executive Officer’s staff report, and directed the Executive Officer to:

 

  • Post the proposed revisions to Civil Service Rules 111A–Position-Based Testing, 112–Eligible Lists and 113–Certification of Eligibles;

 

  • Post the proposed revisions to Civil Service Rules 411A–Position-Based Testing, 412– Eligible Lists and 413–Certification of Eligibles; and,

 

  • Meet and discuss the Civil Service Rule amendments with any interested stakeholders.  (Vote of 5 to 0)

Notes:

 

Ron Weigelt and Michael Brown confirmed on behalf of the Department of Public Health (DPH) that DPH is in agreement with the classification actions outlined in the Human Services Agency’s (HSA) staff report, including the revisions to the 2903 Eligibility Worker (2903) class specification making it specific to DPH only.

 

David Canham confirmed on behalf of SEIU, Local 1021 that the union is in agreement with the classification actions and status grants.

 

The Department of Human Resources confirmed that the revised 2903 class specification would be posted as soon as possible, but no later than the end of the week.

 

 

Action:

Adopted the report and approved the HSA’s requests for status grants (effective August 18, 2014), with the following provisos: 1) that the HSA’s report be amended to reflect appropriate Civil Service Rule and policy language (i.e., change “rescope” to “amendment”) and to include copies of the final classification actions outlined in the staff report; and 2) that the 2903 class specification be amended to specify that it applies to DPH only, and that it be posted as soon as possible.  (Vote of 5 to 0)

COMMISSIONERS’ ANNOUNCEMENTS/REQUESTS  (Item No. 18)

 

 

 

The Commission requested that the Human Resources Director provide the Commission with a report at its next meeting in September regarding best practices on Equal Employment Opportunity complaint timelines.

 

Commissioner Heldfond confirmed with Executive Officer Jennifer Johnston that there would be a Special Meeting of the Commission scheduled at 1 p.m. on Friday, August 22, 2014; and Ms. Johnston confirmed that she would provide meeting materials in advance of the meeting, as soon as possible.  Commissioner Roccanova indicated that she would not be able to attend the Special Meeting, but agreed that it would be acceptable for Ms. Johnston to report to the Commission at its Special Meeting any concerns or thoughts the Commissioner may have regarding the items scheduled for consideration at that meeting.  Commissioner Roccanova also requested that non-time sensitive matters be scheduled for the next Regular Meeting.
