REQUEST TO SPEAK ON ANY MATTER WITHIN THE JURISDICTION OF THE CIVIL SERVICE COMMISSION BUT NOT APPEARING ON TODAY’S AGENDA  (Item No. 2)

 

 

 

Verlyn L. Papillon, a former 1823 Senior Personal Analyst with the San Francisco School District for eleven years, was recently laid off due to lack of funds in the school district. He expressed his frustration and is requesting his position be given back to him.

 

 

 

Josh Davidson, SEIU Local 1021, added to Mr. Papillon’s testimony, and expressed his belief that the new Human Resources Director, Monica Vasquez misinterpreted Civil Service Rule 21; and therefore has laid off Mr. Papillon in error.

 

 

Daz Lamparas, SEIU Local 1021, is requesting Ms. Vasquez, to be investigated since she states that Civil Service Rule 21 does not apply to Mr. Papillon.

 

 

 

 

 

Emil Lawrence, a resident of San Francisco for twenty years, voiced his frustration that he has applied to a thousand positions over nine years and is yet to be hired.  In addition, he has applied for the Taxi Director position with the Municipal Transportation Agency four times and did not get hired.  He is demanding the Civil Service Commission to conduct an audit on the City’s hiring processes.

 

 

 

 

 

Yvonne Johnson-Miller, Local 1021 SEIU, expressed her support for Mr. Papillon and is requesting to have his position as an 1823 be reassigned to him.

ANNOUNCEMENTS  (Item No. 4)

 

 

 

 

 

Acting Executive Officer Sandra Eng made one announcement on the Agenda: the appellant on #12 (Request for Hearing by Augustine Fallay on his Future Employment Restrictions with the City and County of San Francisco) has requested indefinite postponement.  He was advised by the previous Executive Officer Jennifer Johnston to direct his request in person directly to the Commission.

 

 

 

 

HUMAN RESOURCES DIRECTOR’S REPORT  (Item No. 5)

 

 

 

Human Resources Director Micki Callahan welcomed and introduced the ten recently hired 1249 Personal Analyst Interns to their first Civil Service Commission meeting.  For the next seven months, the interns will be cross trained in the Department of Human Resources (DHR) rotating in between Equal Employment Opportunity, Worker’s Compensation, Classification, Compensation, Recruitment and Assessment, and Client Services.  On August 15, 2015 DHR will conduct an examination for 1241 Personal Analyst with the hope that the interns will pass and promote to the next level.

 

Ms. Callahan also announced that Verlyn L. Papillon has been recently placed by DHR and will be reporting back to the Commission regarding his status.

 

Commissioner Roccanova made a follow-up request for DHR and the San Francisco School District (SFUSD) to provide a joint report on the SFUSD’s participation in the merit system, particularly on how layoffs and bumping are handled and length of time it has taken.  The report should also include: the SFUSD’s open positions, special qualifications and any other issues where DHR has had some discussions with SFUSD.

       

 

 

EXECUTIVE OFFICER’S REPORT  (Item No. 6)

 

 

 

Acting Executive Officer Sandra Eng announced the filing deadline for the Executive Officer’s position was last Friday, October 3, 2014 and will be reporting to the Commission on the recruitment status at the meeting of October 20, 2014.

The consultant must have experience working with large public safety communication agencies and the unique technical and operational requirements of an agency the size of San Francisco. The Consultant will assess the existing system; define business and technical requirements; develop a detailed scope of work for submittal of a Request for Quote proposal; provide recommendations on a next generation system; and assist DEM in the vendor selection.

Project Senoia, organized through the San Francisco Department of Emergency Management (DEM), is a user designed, open source, custom data entry form and database designed to streamline medical planning for public events in San Francisco. Using existing protocols for medical planning and public events, the San Francisco DEM seeks a prototyped and user tested data entry form and database solution which provides an interface for requested data from event promoters and medical providers for events exceeding 2,500 attendees. The solution must demonstrate substantive back-end support to maintain a database of multiple events (exceeding 2,000) per year with the potential for multiple event years within the database archive. Additionally, the system must include the following capabilities: unique user login, custom data entry form, custom documentation and the ability for users to edit requests post review from Regulators, searchable content capability, ability to upload files and images, and the potential for mapping capabilities, through Google Maps.
