I. Welcome
President Munter welcomed the Commissioners, Department staff, and public attendees. She introduced facilitator Michael Wong.
II. Agenda Review, Goals & Objectives
Commissioners and attendees introduced themselves, identified their length of service on the Commission, and the organizations they are affiliated with. Mr. Wong reviewed the goals, objectives, agenda, and context for the day.
Guidelines for the day:
· One conversation
· Active listening
· Innovative thinking
· Participate on your own terms.
· Step up/step back.
· Nothing is bad/wrong/stupid.
· Everything is good!
· Respectful
· Being genuine and honest
· Clarify participation by the community.
· Equal status of participants
· Status of women and children as a focus
· Create Parking Lot for reserving issues and questions.
Expectations for the retreat session:
· Develop strategic vision for the Commission.
· Focus on strategies for the Commission
· Big picture ideas
· Discuss what do we need to do to better the position of the commission as a resource and voice for women
· Receive the community perspectives on priority issues
· Discuss and approve strategic plan
· Establish a plan for implementation
· Approve work plan that reflects the Commission's vision
· Have Department Staff address the needs of the city
· Roles with concrete marking points
· Understanding roles and responsibilities of staff
· Review and develop plans for commission meetings
· Create dialogue and can indication between commissioners and staff

III. Presentation and Dialogue
The retreat was an opportunity for the Commission, Department staff, and the community to discuss how the Commission can have a greater impact, review the 2008 Commission Strategic Plan, and evaluate and plan the Commission meetings for next year. The impact discussion was anchored by a community representative's panel presentation given by:
· Dr. Catherine Dodd, Deputy Chief of Staff, Health & Human Services, and former Chief of Staff House to Speaker Nancy Pelosi
· Roma Guy, former Health Commissioner and early advocate of Healthy San Francisco, San Francisco's universal healthcare access program
· Alix Rosenthal, Co-Chair of 2007 Women's Summit, National Women's Political Caucus, San Francisco Chapter
· Heidi Sieck, Co-Chair of 2007 Women's Summit, National Women's Political Caucus, San Francisco Chapter
After the presentation and discussion on the overview of the women’s movement in San Francisco and the role of the Commission, retreat participants held more in-depth, small-group discussions on 3 of the issue areas being analyzed by the Commission in its Status of Women Report. These areas were:
· Employment and Economic Development
· Girls and Young Women
· Violence Against Women.
This was an opportunity to analyze each issues area for stakeholders, partners, and possible outcomes for changing the status of women in San Francisco, with a focus on discerning the unique role and contributions that could be made by the Commission. Other issue area discussions were not taken up at this retreat because of limited agenda time, but could be addressed at other Commission meetings. Recommendations for outcomes and actions for the Employment and Economic Development, Girls and Young Women, and Violence Against Women issue areas are included in the Retreat Notes.
IV. Setting Strategic Issues for the Commission
Identifying and framing issues driving the work of the Commission and Department.
V. Review and Approval of 2008-2009 Commission Strategic Plan.
Commissioners requested that the Department incorporate feedback from the retreat into the strategic plan. The Commissioners will approve a final draft at the next Commission meeting.
VI. 2008-2009 Commission Themed-Meetings
Commissioners requested that the Department propose meeting themes based on the strategic plan at the next Commission meeting.
VII. Approval of Minutes
President Munter announced that the minutes from June 25, 2008 will be approved at the August Commission meeting.
VIII. Executive Director's Reports
Dr. Murase referred Commissioners to her written reportand announced that in an effort to help the budget deficit, Department Heads from across the city agreed to a salary concession of a 5-day unpaid furlough effective July 1.
IX. Nominations of Officers for 2008-2009
President Munter thanked the Commission and Staff for their support during her year as President.
Motion to nominate Andrea Shorter for President and Kay Gulbengay as Vice President for 2008-2009 year.

Commissioner Marks requested convening a Bylaw's Committee to review the current by-laws and research the effectiveness of having two Vice Presidents. Commissioner Calma volunteered to sit on the By-laws Committee.
XI. Public Comment
Ms. Kim Clark suggested having a longer retreat in the future to allow more time to discuss larger issues that affect women and girls.
Community members thanked the Department and Commission for a great retreat and all of the work and support they provide.
XII. Adjournment
