I. CALL TO ORDER

The meeting was called to order and 12:13 PM.  Commissioners Keehn and Lee were excused. 
No public comment.

II. PUBLIC COMMENT ON MATTERS PERTAINING TO CLOSED SESSION
No public comment.
           
III. VOTE ON WHETHER TO HOLD CLOSED SESSION TO CONFER WITH LEGAL   COUNSEL (S.F. Admin. Code section 67.10(d))

City Attorney Sherri Sokeland Kaiser gave an overview of the parameters of the Closed Session. 
She explained that the tapes from the closed session may become public at a later date as part of possible litigation on the issue of the controversial videos made by a San Francisco police officer.

Public Comment
Kim-Shree Maufas, a member of the public, asked for clarification on the issue of disclosure of Closed Session items.

President Shorter stated that the Commission rules on disclosure after Closed Session items are heard and that members of the public are allowed to comment after the meeting is reconvened in Open Session.
           
Ms. Mesha Monge-Irizarry of the Idriss Stelley Foundation expressed concerns about the police videos and stated that Officer Andrew Cohen and his attorney were attempting to show another video that Officer Cohen had developed about the Bayview neighborhood to church congregations and community groups in the Bayview. She felt that this video did not excuse the offensive content of the earlier videos and stated that her organization would be holding a press conference and asked the Commission to attend.
IV. CLOSED SESSION (Gov't Code section 54956.9(c) and S.F. Admin Code section 67.10(d))    
CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (ENFORCEMENT ACTION/POSSIBLE LAWSUIT BY ANDREW COHEN)
The Commission considered using its subpoena power in furtherance of its investigation of the recent police videos.

The meeting was reconvened in Open Session at 1:03 PM.
