1.          CALL TO ORDER/ROLL CALL
          President Marks called the meeting to order at 5:05 p.m.

          Commissioner Valerie Tulier left at 6:02 p.m.

2.          ADOPTION OF AGENDA
          m/s/c (Miles, Burton, Approved) To adopt the agenda for Wednesday, January 23, 2002, Regular Meeting.

3.          APPROVAL OF MINUTES
          m/s/c (Miles, Keehn, Approved) To approve minutes of the meeting held Wednesday, December 19, 2001, with the correction that Commissioner Juanita Miles was excused and not absent.

4. PRESIDENT’S REPORT
·          President Marks stated that a special meeting will be held February 11, 2002, at the office of Eunice Azzani of Korn/Ferry International who is assisting with the Executive Director search. The meeting location is One Embarcadero Center, Suite 2101, San Francisco, CA 94111 at 3:00 p.m.

5. INTERIM EXECUTIVE DIRECTOR’S REPORT
·          Budget: Proposed 2002-2003 Budget
Enclosed in the Commissioners’ packets was the proposed baseline budget to be submitted per the Mayor’s budget instructions for their review. The Department will be holding a community meeting on its budget on February 6, 2002 from 4:00 to 6:00 p.m. in the Arts Commission Conference Room at 25 Van Ness Avenue (Room 70, Lower Level).
·          Labor Department - Women’s Bureau
Due to the organized efforts of the women’s community the Women’s Bureau is no longer at risk of being eliminated by President Bush.
·          Status of the Centralized 24-Hour Multilingual Domestic Violence Crisis Line
There have been tremendous delays due to the additional Chapter 12D requirements and steps that have to be observed in our RFP process by the Human Rights Commission (HRC).
·          Adult Sexual Assault Task Force
The Task Force will be holding a community forum on February 14, 2002, from 3:30 to 5:30 p.m. in the Main Public Library’s Hispanic/Latino Community Room.
·          Homeless Population Survey Report
The report was enclosed in the Commissioners’ packets for their review.

PUBLIC COMMENT
·          Joyce Miller, recent appointment as the Domestic Violence Representative with the Local Homeless Coordinating Board. Ms. Miller stated that she would be happy to work with Rosario Navarrette, Interim Executive Director and Winnie Xie, Administrator Violence Against Women Programs on issues relating to homelessness.

6.          OLD BUSINESS (DISCUSSION)

·          The impact of Medicare and Medi-Cal regarding the needs of disabled women in San Francisco.
·          Presentation given by Wanda Jung, Manager.
·          Presentation given by Shirley Bordelon, Lead Health Promotion and Dual Eligible.
·          Presentation given by Maria Cora, Coordinator of the Department of Public Health. Ms. Cora indicated her desire to participate in a Task Force, should one be established.
·          Presentation given by Herb Levine, Program Director, from the Independent Living Resource Center.
PUBLIC COMMENT

·          Karen Young-Simmons spoke to her concerns about accountability for ’lemon’ wheelchairs, and the difficulty she has had in finding vendors who will accept Medicare or Medi-Cal.
·          Norma Satten, President of the Board of Planning for Elders in Central City, emphasized that at Medicare does not cover long-term care; it only covers acute care and some preventive care. She suggested that the Commission advocate for the city to provide resources to community based organizations that can provide cost effective long-term care.
·          Marie Jobling, Planning for Elders in the Central City (PECC) provided the Commission with Henry J. Kaiser Foundation’s "Women’s Health Policy Fact Sheet on Women and Medicare." She spoke to the need understand the local cost of current Medicare policies and practices. Local programs can then design services to fill the gap while advocating for change at the state and national level.
·          Ivana Kirola stated that maintenance and early intervention medical care are not covered by Medical and Medicare and end up costing local public health programs more through increased reliance on emergency services.
·          Luis Calderon, Chair of Consumers In Action for Personal Assistance, spoke to the gap between Medicare, which does not cover attendant care and in-home support services, and Medi-Cal, which has very strict income qualification guidelines. People attempting to access care must first spend all of their assets before being eligible for Medi-Cal. This particularly impacts elderly women who end up in poverty. He advocates for programs that would fill in this gap, so that elderly and/or disabled people could live independently. This would help with quality of life issues for elder and disabled people and be cost effective in reducing the utilization of hospitalization and long term care.
·          Ethel Richardson, retired home care provider from IHSS, stated that restrictions and red tape on equipment purchases can lead to additional stress and physical injuries for home health care attendants, for example bathroom transfer chairs. Additionally, limitations on home health care attendants means that many clients do not get as much assistance as they actually need.
·          Sergio Alunan, Community Liaison for the In Home Supportive Services Public Authority, submitted a letter stating that it would be more cost effective to provide medical care early on rather than withholding medical care until there is a costly medical crisis.
·          Tammy Anderson wrote a letter expressing support for the Commission on the Status of Women to address this issue.
·          Peggy Coster asked the Commission on the Status of Women to ask the City to investigate the local costs involved in providing services that Medi-Cal and Medicare don’t cover.

m/s/c (Keehn/Miles/Unanimous) To ask The Board of Supervisors to create a Task Force to look at the issues regarding the impact of Medicare and Medi-Cal and the needs of disabled women in San Francisco. Amended by President Marks to include on the Task Force a representative from the Commission on the Status of Women as well as representatives from community based organizations.

7.          NEW BUSINESS
·          Commissioner Miles will represent the San Francisco Commission on the Status of Women at the Association of California Commissions for Women (ACCW) meeting that will be held on Friday, February 8, 2002, in Los Angeles at the LAX Airport.
·          m/s/c (Keehn/Miles/Approved) To become a co-sponsor of the Eleventh Annual Women In Action Lobby Day (WIALD), April 23, 2002, in Sacramento.
·          m/s/c (Keehn/Miles/Approved) To approve the minutes of the Special Meeting held Saturday, October 13, 2001.
·          m/s/c (Keehn/Miles/Approved) To meet February 13, 2002, to review the budget and will set the time via e-mail.

8.           REPORTS
·          The full report of the Domestic Violence Investigation will be released on February 27, 2002, at the next Commission meeting. The report includes the investigation, public hearing, recommendations, and the summary. At 10:30 a.m. a press conference will be held in the Mayors’ Press Room at City Hall. The Mayor, Supervisor Newsom, and Treasurer Susan Leal will be invited to attend.

10. ANNOUNCEMENTS
·          President Marks stated that she has possibly secured a location for the March Neighborhood Commission Meeting at the Rhoda Goldman Assisted Living Facility.
·          Commissioner Miles stated that she had received a card from Karen Clopton, Chief of Operations for the Port of San Francisco regarding The Friends of the Commission on the Status of Women and the possibility of holding an event at their facility.
·          Commissioner Miles requested that when the Commission is expecting a large number of public to attend the meeting, the Commission be sensitive to their speaking time by not overloading the agenda. Vice-President Keehn addressed Commissioner Miles’ concerns by stating that it was taken into consideration; however, there were time sensitive items that had to be addressed at this meeting.
·          The new accountant for the Department, Terrence Peneda, was introduced to the Commission.

11. ADJOURNMENT
·          m/s/c (Miles/Burton/Unanimous) President Marks adjourned the meeting at 6:50 p.m.
