  • CALL TO ORDER/ AGENDA CHANGES        

      President Shorter called the meeting to order at 5:01 PM.  Commissioner Lee was excused.

 

President Shorter asked that a resolution, urging additional City resources to address domestic violence in response to the domestic violence death of Anastasia Melnitchenko of San Francisco,

      be added to the Consent Agenda as an Imperative Agenda item.

IV. PRESIDENT’S REPORT                                    

President Shorter asked the Commission submit any items for the November or December 2005 Commission meeting to her attention or that of Commission Secretary Casey.       

 

Commissioner Marks asked that Friends on the Commission on the Status of Women be placed on an agenda before year’s end.

 

Commissioner Munter said that she would like to discuss the Violence Against Women grant program at the November meeting.

 

Vice President Williams said that she would like to discuss economic development at an upcoming meeting.

 

President Shorter gave a brief report on Mayor Newsom’s second annual State of the City address entitled Why it Matters to be a San Franciscan.  President Shorter, Vice President Williams, and Executive Director Murase attended the address.  President Shorter said that it was encouraging to hear of many things which San Franciscans can be proud.  She asked the Commission and Department work with the Mayor in the areas of economic development and safety and believes our [the Commission and the Department’s] role in that work will add value to the City, making San Francisco a better place to live.  President Shorter asked Commission Secretary Casey to provide the Commission with a transcript of the Mayor’s address.

V.   EXECUTIVE DIRECTOR’S REPORT  

 

A.  Executive Director Murase gave highlights of the work of the Department over the past month and referred the Commission to her full report, which was provided in the Commission packets.   Dr. Murase said that Policy Analyst Carol Sacco will work with Vice President Williams in the area of economic development.  Executive Director Murase acknowledged the work of Grants Administrator Richard Eijima in his preparation of the current Request for Proposal work and the finalizing of current grant agreements.  She said that the Department would be receiving carry-forward monies which it would apply to a program evaluation.  Dr. Murase reported that CEDAW Analyst Kim-Shree Maufas would be working with President Shorter to initiate the Girls Issues Committee.  She acknowledged the work of Ms. Sacco and Ms. Casey in compiling a Department Personnel and Policies Manual and said she was editing a final draft.  In closing, Executive Director Murase said she would like to have a get-together between the staff and the Commission and would be circulating possible dates.

 

      Vice President Williams acknowledged the work of CEDAW Analyst Maufas and Senior Policy Analyst Ann Lehman.

 

  • Secretary Garry Consolacion provided an overview on the Department’s work in October in observation of Domestic Violence Awareness month, specifically within the Filipino Community Alliance (FCA).  Mr. Consolacion invited the Commission to attend the “Pagbuo: Building Together to End Domestic Violence in the Filipino Community” event on Friday, October 28, 2005 where the FCA will hold a press conference to commemorate the 5-year death anniversary of Claire Joyce Tempongko and honor all survivors of domestic violence by launching a two-year awareness and capacity-building campaign about domestic violence in the Filipino community. 

 

Public Comment.

Beverly Upton, Domestic Violence Consortium, thanked Mr. Consolacion for his work and acknowledged the strong contributions the FCA was making to the Filipino community, and the City as a whole.

 

Commissioner Keehn thanked Mr. Consolacion for his work and commented that she was happy to see the success of FCA, which originated out of the first community Justice & Courage Oversight Panel held a year ago at the Women’s Building in the Mission District.

All matters listed hereunder constitute a Consent Agenda and are considered to be routine by the Commission on the Status of Women.  They will be acted upon by a single roll call vote of the Commission.  There will be no separate discussion of these items unless a member of the Commission so requests, in which event the matter shall be removed from the Consent Agenda and considered as a separate item.  Members of the public may speak on each item listed on the Consent Agenda.

VII.NEW BUSINESS                                    

 

A.  Strategic Plan                                           

President Shorter acknowledged the work of the Department, the Commission, and the facilitator in producing an effective planning session. She asked the cooperation of both the Commission and the Department in the implementation of the Strategic Plan for Fiscal Years 2005-2008.

 

Executive Director Murase asked that a correction be made to the Right to Bodily Integrity/Violence Against Women Intervention & Prevention Grants section.  Dr. Murase said that Commissioner Evans’ name should be added as she would be working on the Family Violence Council.

 

      Action:   Approved the amended Strategic Plan.

B.   Community Meetings                            

      The Commission discussed when and where 2006 Commission Community meetings would be held.

     

Action: Calendared a community meeting on April 26, 2005 in Visitation Valley, Strategic Planning Session on July 14, 2005 in the Richmond, and a community meeting on August 16, 2005 in the Sunset.

VIII. OLD BUSINESS                                                              

 

A.   Labor Conditions of Exotic Dancers      

Executive Director Murase reported that Lane Kasselman from the Mayor’s Office had successfully facilitated two meetings amongst City agencies where feedback was provided regarding the draft legislation. Dr. Murase said that additional discussion is necessary before it [the legislation] could be presented to the Board of Supervisors.

IX. REPORTS                                                           

 

A.   Justice & Courage                                              .

Commissioner Keehn reported on the domestic violence murder of Anastasia Melnitchenko and its similarities to the death of Claire Joyce Tempongko.  Commissioner Keehn said that the Justice & Courage Oversight Panel continues to investigate the effectiveness of batterer’s programs [the alleged batterers and murders of both Ms. Melnitchenko and Ms. Tempongko had participated in batterer’s program].  Commissioner Keehn said she planned to meet with Mayor Newsom to get his support for mandated supervised probation for all batterers.  The death of Ms. Melnitchenko makes support of the Justice & Courage Training Collaborative and the Safety Audit as well as funding for the Justice & Courage Project even more important.  Commissioner Keehn stated that the City had not contributed funding to the Justice & Courage Project, but that the Project received its funding through a federal Violence Against Women Act grant. 

 

Commissioner Evans acknowledged Beverly Upton’s comments to the press asking for more domestic violence training for judges and asked if they [the judges] did receive domestic violence training.

 

Public Comment.

Beverly Upton, Domestic Violence Consortium, said that the San Francisco courts have not yet implemented a rigorous training program. In the area of batterer intervention programs, Ms. Upton said that the effectiveness of batterers programs on socio-paths, stalkers, and batterers with serious mental health issues should be assessed in examining the overall effectiveness of batterer intervention programs.

 

President Shorter offered her assistance in developing an evaluation tool based on her probation experience with her work at Log Cabin Ranch.

 

Ms. Upton said that this was a pivotal time for domestic violence prevention in San Francisco with the vacancy of the Chief of Probation at Adult Probation.  She said that the community was requesting that all applicants being considered have a background in domestic violence prevention and intervention.

 

Kathy Black, La Casa de las Madres, said La Casa had a MOU with Adult Probation and the goal of the grant was to support victims through the criminal and civil court process.  Ms. Black states she was hopeful that domestic violence [issues] would receive more press coverage and gave a brief report of the different press venues La Casa had participated in over the past month.

 

Daisy Anarchy, Sex Workers Organized for Civil and Human Rights, shared her story of navigating through the Domestic Violence Court in San Francisco.  She agreed that training [for the judiciary] was important but not always the answer.  Ms. Anarchy thanked the Commission for its leadership and encouraged the City to keep judicial report cards.

 

President Shorter and Commissioner Keehn thanked everyone for their comments.

 

Commissioner Keehn said that Supervisor Ma has agreed to serve as Honorary Chair of the Oversight Panel.  Commissioner Keehn asked that the Commission consider the qualifications of Antonio Ramirez, POCOVI, and Juanita Flores, Mujeres Unidas y Activas, as new Panel members.

 

Action: Approved Antonio Ramirez and Juanita Flores as new Justice & Courage Oversight Panel members.

B.   CEDAW Committee                               

Commissioner Williams reviewed the qualifications of Colleen Montoya for her membership on the CEDAW Committee.  She said that the Committee had received the sweatshop ordinance and proposed that a representative from the Department or Commission serve on the 11-person Advisory Committee.  Commissioner Williams said that the Committee also heard from Lt. Mary Petrie on the trafficking of women.

 

 

 

Action: Approved Colleen Montoya as a CEDAW Committee member.

      X.   PUBLIC COMMENT                             

  Commissioner Marks acknowledged Executive Director Murase’s recognition in the Bryn Mawr College alumni magazine as they are both alumnae.  Commissioner Marks also provided the Commissioners with brochures on CYGNET, an organization for which she sits on the Advisory Board, that examines health issues in the Bay Area.

         

  • ADJOURNMENT                       

       President Shorter adjourned the meeting in honor of the late civil rights pioneer, Rosa Parks.

 

Commissioner Marks said that she had once met Ms. Parks and asked her why she did it [refused to give up her seat on the bus, a seminal moment in the civil rights movement] and Ms. Parks said she’d had enough.     

 

                  Meeting adjourned at 7:03 PM.
