  • CALL TO ORDER/ROLL CALL         

      Vice President Williams called the meeting to order at 5:28 PM.

      President Shorter arrived at 6:37 PM.

      Commissioners Evans and Keehn were excused.

      No public comment.                

  • ADOPTION OF AGENDA                             

 

Executive Director Emily Murase asked the Commission to add a resolution recognizing the work of Joyce Newstat.  Commission Secretary Casey asked that order of the agenda be changed to hear New Business, Old Business, and Consent Agenda be heard after Approval of Minutes.

 

Action: Adopted amended agenda for COSW Meeting, March 23, 2005.

4.  PRESIDENT’S REPORT

 

            The President’s Report was waived due to time constraints.

 

5.  EXECUTIVE DIRECTOR’S REPORT         

 

Executive Director Murase submitted a written report to the Commission for review.  Copies were made available to members of the public in attendance.

 

  • NEW BUSINESS                                          

 

  1. Outreach Efforts to Immigrant Communities      

 

Commissioner Lee gave an overview of what outreach efforts should be made to women within immigrant communities.  Ms. Lee said that the top priority should be immigrant women having knowledge about community services and access to those services.  Ms. Lee said that better outreach should be culturally and linguistically tailored to immigrant communities.  She suggested that the Commission develop a plan to do outreach.  Ms. Lee suggested utilizing the ethnic media and discussed its influence among newcomers.  Ms. Lee thanked the future speaker, Sandy Close from New California Media, for coming before the Commission.

 

Public Comment.

 

Esther Leong, Administrative Director with API Legal Outreach, discussed the work her agency has done in outreach to immigrant communities and applauded the attention the Commission was giving to the immigrant population of San Francisco.  She said that it was important to recognize the work that is already being done in the community.  She discussed the holistic model of services provided to immigrants in San Francisco by API.

 

  1. California Media                                      

 

Sandy Close discussed her work in media. Ms. Close discussed ways ethnic media can assist in outreach efforts to the immigrant communities.  She talked about the influence ethnic media has on its own communities.  Ms. Close said that 20% of all monies raised for tsunami relief efforts came from the Asian and Pacific Islander community in California.  She stressed the importance of recognizing and including ethnic media.  Ms. Close suggested opening up communications with the ethnic media in the Bay Area.  She provided the Commission and the Department with directories of ethnic media outlets.

 

Vice President Williams thanked Ms. Close for her presentation.  Ms. Williams discussed how the ethnic media was utilized when distributing the Department’s most recent public service announcement (PSA).

 

Ms. Close suggested a roundtable format in which the Commission and the Department could invite the ethnic media in to build a reciprocal relationship.

 

Vice President Williams asked Commissioner Lee to take the lead in holding the monthly meetings.

 

Commissioner Lee said that she would ask Ms. Close to help in convening   the meetings.

 

Commissioner Marks thanked Ms. Close for her pioneering work.

 

  1. Neighborhood Commission Meetings                 

 

      Commissioner Marks talked about the importance of having meetings in the community.                         

 

The Commission discussed locales for having future Commission meetings.  In recognition of Asian Pacific American Heritage month, the Commission decided to hold the May meeting in Chinatown.

 

Commissioner Lee said that the District Attorney was interested in having a press conference to discuss strategies for ending domestic violence.

 

Vice President Williams suggested contacting the police to ask what districts reported the majority of domestic violence.

 

Commissioner Lee said that the City Treasurer was interested in having a press conference to talk about the Working Family Credit and asked if the Commission could host a press conference.

 

Executive Director Murase explained staff limitations.

 

Commissioner Marks suggested just having one event.

 

Commissioner Lee volunteered to head the efforts to locate a locale in Chinatown for the May Commission meeting and to coordinate the press conferences.

 

        Action:   The Commission chose to have the May 25, 2005COSW meeting in Chinatown.

  1. La Cocina                                                        

 

Ms. Valeria Perez Ferreiro from La Cocina talked about the work of her organization.  Ms. Perez talked about the shared kitchen which gave women in San Francisco an opportunity to become micro-entrepreneurs.  She said that La Cocina worked with all women but particularly immigrant women of color.

 

Commission Marks asked for contact information.

 

Vice President Williams asked how the Commission could help La Cocina.

 

Ms. Perez asked the Commission to help get the word out about the organization and advocate on its behalf with the City.

All matters listed hereunder constitute a Consent Agenda and are considered to be routine by the Commission on the Status of Women.  They will be acted upon by a single roll call vote of the Commission.  There will be no separate discussion of these items unless a member of the Commission so requests, in which event the matter shall be removed from the Consent Agenda and considered as a separate item.  Members of the public may speak on each item listed on the Consent Agenda.

      8.   OLD BUSINESS                                                                                                                      

 

      a.   Commission Resolutions                                    

 

The Commissioners discussed the draft resolution policy and asked that it be postponed to the April Commission meeting for further discussion. 

 

            Commissioner Marks asked that the issue of eligibility be further discussed.

 

      b.   Report on the Labor Conditions of Exotic Dancers

                                                                                   

The Commission reviewed a resolution to the Board of Supervisors urging changes to City codes regarding booths and stage fees.

 

Public Comment.

 

Daisy Anarchy, from the Sex Workers Organized for Labor, Human and Civil Rights, thanked the Commission and the Department for taking the issue seriously.  She provided documents to the Commission which outlined decisions made by the Labor Commission.

 

President Shorter thanked Daisy for her advocacy and stated that the Commission would continue to work on the issue.

 

Action:  Approved a resolution to the Board of Supervisors urging changes to City codes to ensure the safety of exotic dancers.

  1. Performance Evaluation                                    

 

President Shorter nominated Commissioner Keehn and Munter to work on developing evaluation criteria and establish an evaluation timeline for the Executive Director.

  1. CEDAW                                                         

 

            Commissioner Williams stated that today’s CEDAW Committee meeting was canceled due to a lack of quorum.

  12.  CLOSED SESSION                                     

CONFERENCE WITH LEGAL COUNSEL.  Pursuant to Government Code Sections 54956.9(a) and San   Francisco Administrative Code Section 67.10(d)(1), the Commission will meet in closed session to confer with legal counsel.

a.     Public comment on all matters pertaining to the closed session.

 

        There was no public comment.

 

b.     Based on advice of legal counsel, vote to assert the attorney-client privilege to confer with and receive legal advice from legal counsel (San Francisco Administrative Code Section 67.10(d)).  ACTION ITEM

The meeting was adjourned at 7:15 PM.

The Board of Supervisors has amended the Sunshine Ordinance by adding provision 67A.1.  The provision is effective as of January 21, 2001.
