MINUTES

I. Call to Order/Agenda Changes

II. Approval of Minutes

Approval of the minutes for October 18, 2005 was postponed until the next meeting.

III. Old Business

A.  DV Cross-Training Institute

The Committee discussed the status of the Domestic Violence Cross-Training Institute Proposal to the Blue Shield Foundation of California. Dr. Murase reviewed the Domestic Violence training survey and initial findings. Committee members expressed concern that several departments, including the Adult Probation Department, are having difficulty maintaining training compliance due to limited resources. 

The Committee discussed various training options and those currently being utilized by the Police Department. Lt. Don Sloan reviewed the multi-level training provided annually by the Institute of Criminal Investigation. The Committee also discussed the Judicial Council's trainings, which are voluntary. Committee members expressed interest in targeting the Blue Shield Proposal towards the need for training in lethality assessment, an area which needs further attention and discussion within the criminal justice and DV communities. 

Based on feedback from the Blue Shield Foundation of California, Dr. Murase presented a revised proposal budget to the Committee for its review. The proposal was changed from a three year proposal to a two year proposal, which altered the budget as well as the number of personnel from each department to be trained. The Committee members agreed with the proposed changes and suggested that the proposal also include links to recent reports by the California Attorney General and the California Women's Law Center.

Dr. Murase shared a draft department letter of commitment for the Blue Shield Proposal.  Committee members/Department representatives expressed interest in signing. Dr. Murase agreed to send out Department-specific letters to the necessary departments by November 28, 2005 with a due-back date of December 9, 2005.

Beverly Upton updated the Committee on the development of training scenarios. She explained that the scenarios need to be multi-layer and include several variables in order to maximize their effectiveness. The scenarios will include details about both batterers and victims. 

IV. New Business

A. Domestic Violence Budgeting Issues

The Committee discussed the current record low staffing levels within the Police Department's Domestic Violence Response Unit (DVRU). The Committee also discussed the Police Department's proposed relocation of the DVRU. Committee members expressed strong concerns about the proposed new location and encouraged the Department on the Status of Women to continue its dialogue with the Police Department and to research alternative options.

B. December Meeting

The Committee decided to cancel the December 20, 2005 meeting. The Resources Committee's next meeting will be on Tuesday, January 17th, at 1:00 pm.

V. Action Items

  • DOSW will schedule a meeting with the Sheriff Department's Training Officer to review their training status
  • DOSW will submit a revised proposal to the Blue Shield Foundation of California, which will include information on lethality assessment. The new proposal will also include links to the Attorney General's Report and to the California Women's Law Center Report.  Deadline: December 15, 2005
  • Beverly Upton and DOSW will continue to develop domestic violence training scenarios.
  • DOSW will customize each department's Blue Shield Letter of Commitment and e-mail to department representatives by November 28, 2005. 
  • All Depts will return their signed letter of commitment on letterhead to Colleen at DOSW by December 9, 2005.
  • DOSW will further examine the possibility of holding a public hearing regarding the proposed relocation of the DVRU.
  • DOSW will e-mail Resources Committee Meeting Schedule to all members.
