Meeting called to order 1:35 P.M.

Motion made to adopt minutes from previous meeting made. Minutes approved.

Data flow charts presented to Committee members present.

Current Departmental processes for Domestic Violence cases discussed. Oli Sadler shared Domestic Violence Work/Data Flow Chart with committee members. Case flow process discussed in length with committee members. Work/ Data flow per chart and questions regarding Domestic Violence perpetrator and victims' services were queried during this process. Members were asked to look at process using a case scenario process.

Some questions include the following:

    · At what point does victim become a part of current workflow process?

    · What training is given to 911 operators, SFPD, Adult Probation etc?

    · Why is ECD not present at resource committee meetings since they would be the first piece of the system to come in contact with Domestic Violence victims?

    · Where does the Family Court process fall under this work flow process?

Inspector McFadden explained from a patrol perspective what transpires during a response to a reported Domestic Violence incident. SFPD has a mandatory arrest policy for Domestic Violence cases. Patrol officers deal with issues ranging from investigations of the incident to officers' safety issues to records checks etc.

After the arrest is made then the batterer is sent to County Jail/Sheriff's for booking, decision is made regarding jail housing based on batterer's history and possible affiliations. Investigations of the domestic violence incident continue with the SFPD Investigations Bureau, DVRU. The decision to rebook is made by the District Attorney's office, based on further investigations by the DVRU. The court proceeds on cases being pursued.

Adult Probation Department A. Faro mentioned during discussion that SAFESTART made Family Court process in a chart form. This will be shared with committee members during next meeting.

Discussion went questions about current resources, but members discussed the need to see what other committees were recommending prior to making a decision regarding resources. It appeared that the "resource" answers were dependent upon recommendations from other groups as to how the response to Domestic Violence incidents will be made in the future. Discussion about current resources proved difficult at a time of major budget cuts. Sharon Woo and Caroline Donnola agreed to get further directions on how best to proceed.
