Chair Oli Sadler welcomed the committee members and thanked them for their attendance.

Item 1.  Adopt April 23, 2003 Agenda

Agenda adopted by committee members.

Item 2.  Review and Approve Minutes of March 24, 2003 Meeting

Minutes from March 24, 2003, meeting will be available at next meeting.

 

Item 3.   Discuss feedback from Interdepartmental Communication Committee meeting

Oli Sadler provided feedback to the group from this meeting.   She stated that the Interdepartmental Communication and Coordination Committee (ICCC) acknowledged the flow charts and how each committee is working to identify the work flow processes from each represented department.  She added however, that there is concern about what we expect to see at the end of this work-flow process.  The group suggested the Justice and Courage Project prepare an annual report for the public and City to show how the results of our work has helped in the prevention of domestic violence.  They recommended that the Committee and Panel should work on setting the goals. 

Linda Klee recommended that in our message to the public we should have a showing of information for early prevention.   There was discussion on the means of measuring improvements made.  Ms. Klee stated that “improvement” should be defined in the group’s measurements.

Gianrico Pierucci of the Police Department inquired how the collection of data would work on the prevention of identified domestic violence gaps.   Mr. Gianrico said these gaps have caused a negative impact on the domestic violence cycle.  He emphasized that statistical gathering must be in the design of the new Justice system. 

Oli Sadler stated that the ICCC membership is now comprised of the chairs and co-chairs of all other committees operating within the Justice and Courage Project.   In the last ICCC meeting there was discussion on how committees will make recommendations to the Oversight Panel.  Recommendations will have a consistent format which will include:  a purpose, discussion of resources used or needed, and why resources are needed.  The recommendations would be submitted to the Oversight Panel for review where they will review or deny them.  If approved, the Oversight Panel will lobby department heads, Board of Supervisors, and the Mayor for recommendations made.

Item 4.   Develop project plan.

Oli Sadler recommended we review our goals and present them to the Oversight Panel at the Justice and Courage Oversight Panel meeting following May 6th

Gianrico Pierucci of the Police Department distributed on the information flow for responding officers and investigators.   He said they are unable track all DV cases because DV can be a “secondary” crime included in a police report.  He also added that we need an interdepartmental definition of DV.  The CMS and other department systems do not have the capability to always capture data.

Lt. Brin, Sheriff’s Department, stated that police could help by including DV on the arrest card when booking suspects.

The group reviewed the Data Collection Committee handout presented at the Justice Oversight Panel meeting on March 27th.

Sally Pina of the Superior Courts asked that a bullet be added to the workflow chart under gaps and challenges for the courts.   She also asked that an additional item be added to the gap section for both the DA and Courts regarding the need for electronic filing of complaints.

Linda Klee stated the DA only has two Assistant District Attorney’s assigned to Victim Cases for support and that they have had to eliminate “vertical” prosecution.   She also asked the issue about the DA not having CLETS access be listed as a gap and challenge under the police section just as it is for the DA. 

Item 5.   Schedule meetings with department representatives.

Oli Sadler stated that she has met with Courts and Adult Probation.   She will schedule additional meetings with the departments she has not met with.  Linda Klee of the District Attorney Office asked that the DA be added to the “Victims” Contact list.

Item 6.   Anything else.

Next meeting was scheduled for Wednesday, May 21st from 1:00 – 3:00 pm in the District Attorney Conference room.  For this meeting we will:

  • Review gaps and decide which are short, medium, and long-term issues
  • Prepare information for recommendations to the Oversight Panel
  • Update on department metrics.
  • (Lt. Brin stated the Sheriff’s Department can only check 273.5)

Linda Klee stated that the DA will do a hand count of all misdemeanors and felonies.

Justine McGonagle will send out the recommendation format for presentation to the Oversight Panel when finalized.
