MINUTES

1.  Call to Order and Roll Call                                                                                  
Co-Chair Dorka Keehn called the meeting to order at 9:05a.m.
2. Adoption of Agenda
The agenda for August 30, 2004 was adopted with the following changes; switch Item #6 and Item #7. m/s/c Theisen/Brooten/Unanimous
3. Approval of Minutes
Minutes of March 30, 2004, were approved. Draft minutes for the June 29, 2004, meeting were not reviewed and were held over for approval at the next meeting. m/s/c  Upton/Brooten/Unanimous
4. Welcome to Supervisor Fiona Ma and Emily Murase as new members of the Oversight Panel.
Supervisor Fiona Ma was welcomed and joins the Oversight Panel as the Co-chair with Dorka Keehn.  Emily Murase, joins the Oversight Panel as the newly appointed Executive Director of the Department on the Status of Women. The Oversight Panel warmly welcomed and thanked the new members for their participation.
5. Report on Meeting with Police Chief
Co-chair Keehn reported on the recent meeting with Police Chief Heather Fong.  Co-chair Keehn reported that there are 14 night-time inspectors. Captain Marsha Ashe reported the Police Department’s policy to no longer pull domestic violence inspectors to cover vacation time for other units or divisions with Domestic Violence Response Unit (DVRU) inspectors.  She reported that there are eleven primary case inspectors whose mission is to cover domestic violence cases.  Ken Theisen inquired as to the percent domestic violence cases the night inspectors cover.  She stated Inspector Flores from the DVRU is assigned to the night watch. She did not know the percentage of cases generated by night investigations nor what percent of their case loads constitute domestic violence cases. Captain Ashe stated she could not answer at this time but that this could be tracked with the evening monitoring sheet. Captain Ashe stated that domestic violence is one of the top priorities at night.  Captain Marsha Ashe stated she would report back to the Oversight Panel on these questions.   
Co-chair Keehn stated that there was concern around minimum action taken by responding officers to calls for assistance in domestic violence incidences.  Police Chief Fong stated she will do roll call training around this issue.  Emily Murase stated that the SFPD had received a Federal grant to look in to trafficking of women and are seeking participation from local community groups.  Ms. Murase stated that if any community groups are interested in this issue to please contact her for more information.  
6. Evaluation/Audit Model presentation by Trish Erwin. 
Trish Erwin presented the Safety and Accountability Audit proposal as a method of performing an evaluation of the Justice and Courage Project.  An outline of her presentation is attached. Evaluation Proposal
7. Joann McAllister presented a draft version of a research proposal: Holding Batterer’s Accountable. (Please see attached.) Dr. McAllister stated that she had presented to the Oversight Panel her study showing a 62% non-compliance rate of individuals mandated to Batterers Intervention Programs.  Joann McAllister discussed a proposal for the completion of the batterer’s accountability study she began and is seeking funding for this work.    The Department on the Status of Women will assist in completing the proposal and will submit to Blue Shield for funding consideration.
7. Committee Reports Discussion
A. Interdepartmental Communications and Coordination Committee (ICCC) Caroline Donnola, presented on behalf of the ICCC the recommendations brought forth by the Resources Committee.  (See Attached Recommendations RC#2 and RC#3.)
Action:  To approve the recommendation for a City Training Collaborative Center (CTCC).
Action:  To approve holding a Funders’ Forum in the Fall to support the CTCC. Both recommendations were approved: m/s/c Brooten/Job/Keehn/Unanimous
A conference call to further discuss will be set up by Caroline Donnola.
Oversight Panel members who will work on the Funders’ Summit are:  Keehn, Ma, Upton, Vasquez, Murase. 
B. Data Collection
Rosario Navarrette reported that DOSW had meet with Oli Sadler and that the Data Collection Committee would be temporarily suspended while the Department completed the domestic violence module with Al Corker.
C. Protocol Committee
Trish Erwin, Co-chair, reported that the Protocol Committee has been reviewing the Adult Probation Department (APD) protocols and would be making recommendations for APD.  An ad-hoc committee has been established to look specifically at modifications of Stay-Away Orders and the finding will be reported to the Oversight Panel upon completion.
D. Resources
Beverly Upton reported that the Resources Committee had been working on Recommendations RC#2 and RC#3, City Training Collaborative Center and the Funders’ Summit, respectively, in which the Oversight Panel voted on earlier today.  The Committee will continue to work on details of the City Training Collaborative Center in its next meetings.
9. JUSTIS Update                                           
A. Presentation on the Domestic Violence Query and Reporting System
Rosario Navarrette presented on the Domestic Violence Query and Reporting System, (see attached presentation materials) to the Oversight Panel.   Much work has been completed in the beginning phase of creating the domestic violence module for the Justice and Courage Project related to the JUSTIS system.  Al Corker provided extensive information and detail on the progress thus far with the JUSTIS program in general and tried to answer questions for the Oversight Panel related to timelines, cost and effectiveness.
B. Membership on the JUSTIS Governance Council
The City Attorney has drafted amended legislation for submission to the Board of Supervisors to include the Department on the Status of Women as voting members of the JUSTIS Governance Council.  The amendment will be introduced by Supervisor Fiona Ma and will go to committee and upon approval back to the Board of Supervisors for the final approval.  This process should be completed by the end of October.
Action: To submit a request to the Board of Supervisors for the Department on the Status of Women to be a voting member of the JUSTIS Governance Council.  m/s/c Upton/Ma/Majority. Ken Theisen abstained.
10. Community Meeting           
Community meeting was set for October 21, 2004. Dorka Keehn announced it would be at the Women’s Building. 
The Oversight Panel discussed the following items being part of the agenda:

  • Update on Justice and Courage Oversight Panel Work
  • Background on Project, Anniversary of Claire Joyce Tempongko’s Death
  • Public Speakers
  • Audit

11. Announcements
Emily Murase reported a press conference is tentatively set for October 12, 2004.  This      information may change.
12. Adjournment                                 
The meeting was adjourned by Co-chair Keehn at 12:00 noon.
