New Committee members were introduced: Carol Bernard, Emergency Communications Department (ECD), Training Coordinator and Beverly Upton, Executive Director, Domestic Violence Consortium.  Beverly Upton will Co-Chair the Resource Committee.

There was a discussion regarding recommendations submitted to the Interdepartmental Communications and Coordination Committee (ICCC).

There was a discussion around the direction and agenda of the Resource Committee.  Ms. Upton discussed new directions for the Committee. The Resource Committee agreed to work on domestic violence training issues.  There was also discussion around a Resource Guide that every all agencies could use.

The Committee further discussed budgetary cuts and how they currently impact domestic violence related services. There was discussion on how resources can be developed to fill the gaps caused by the recent budget cuts.

Updates were given the State budget.  Standard Training Corrections (STC), a state-mandated training program for law enforcement was restored; Police Officers Standard Training (POST) and District Attorney training issues were further discussed.

The discussion branched into the development of creating a questionnaire for each department to answer questions about the impact of cuts in training.  The questions would focus on the following areas: Policy regarding domestic violence training; how process is implemented, funding sources, is training mandated, is it adequate, who conducts training and staff comments. The questionnaire will be developed by Beverly Upton for input from Committee members. The questionnaire will be completed prior to the next Committee meeting in September. This process would allow the Committee to look at how recent cuts may have affected training for domestic violence service providers.

There was a discussion around domestic violence specialist job burnout and reviewing how this affects departments and possible ways to resolve this issue. This question will be included in the questionnaire.

There was a discussion during a recent Committee meeting regarding resources for APD and the FAX machine. It was reported that since the meeting, the FAX machine was replaced to meet the needs of the SF Adult Probation Department DV Unit.

Possible grants and other resources were also discussed. Most grants have capacity issues outlined that must be fulfilled. Capacity limited in this arena and when grant funds run out, departments have to re-allocate resources to meet the needs of the area addressed by the grant. This re-allocation of resource can put a strain on existing programs. 

Next Meeting
Committee members set the next meeting date for 9/17/03 from 1:30pm to 3:30pm. DOSW will coordinate with City Hall to find a meeting room.  Members will be informed by e-mail.

Committee members to submit their responses on the funding questionnaire no later than the next meeting.
