Introductions/Roll Call:

The meeting was called to order at 10:40 AM and facilitated by Barbara Brooten Job.  Justine McGonagle took the minutes.

Agenda

The July 9, 2003, agenda was adopted.

Minutes:

The minutes of the May 14, 2003, and June 11, 2003, meeting were approved.

Presentation:

Barbara Kempster finished the presentation of the Emergency Communications Department (ECD) protocols.

The Committee discussed and created the attached recommendations which will be presented to the Interdepartmental Communications and Coordination Committee at the next meeting. All discussions included an examination of the issue, a recommendation, timeline, impact, resources and an outcome evaluation. 

There was discussion around training and the need for all new hires and experienced employees to receive the same training on paid time. (See Recommendation P1)

Recommendation P2 on the issue of yearly updated domestic violence training needed for dispatchers will be further evaluated in a future meeting.  The committee will return to this issue upon assessing currently available training and training which is needed.

There was a discussion around the need to create of a standard written protocol for ECD, aside from the San Francisco Department’s General Order. (See Recommendation P3)

There was a discussion around the need for ECD to be kept abreast of general orders, especially since the recent separation from the Police Department. (See Recommendation P4)

There was a discussion around the expedited domestic violence premise hazard response and the need to standardize a system of documentation. (See Recommendation P5)

Next Meeting

The next meeting will be held on August 13, 2003, 10:30a.m.-12:30p.m. Rachel Kilshaw will present on the San Francisco Police Department’s Domestic Violence Response Unit’s protocols.
