Call to Order and Roll Call

The meeting was called to order by Co-chair Susan Leal at 10:12 a.m.

Roll call was taken by Co-chair Dorka Keehn.

Adoption of the Agenda and Minutes

The agenda and minutes were unanimously adopted by the Oversight Panel.

Status Report from Departments

Co-chair Susan Leal welcomed everyone to the meeting, and asked the Adult Probation Department to begin its status report. Division Director Art Faro and Sergio Calizo presented for the Adult Probation Department (APD). Mr. Faro stated that several APD staff members will participate on the sub-committees. He also stated that APD is in the process of instituting policies and procedures to address the need for a collaborative system to deal with domestic violence in the City and County of San Francisco. Panel members had numerous questions for APD. Co-chair Leal stated that time did not permit the Panel to question each department after their presentations. She suggested that either the remaining departments give their presentation at the next Panel meeting or that the presentations could be heard at sub-committee meetings. It was agreed by the Panel that the District Attorney’ Office would give their presentation at today’s meeting and the remaining departments would present at the sub-committee meetings.

Beverly Upton asked if the sub-committees would report to the Oversight Panel on a quarterly basis.

Co-chair Keehn stated that the original plan was for the committees to meet on a monthly basis, and report to the Oversight Panel quarterly.   She stated that, if necessary, the schedule could be changed.

Walt Calcagno of DTIS submitted printed copies of his department’s report to the Panel.

District Attorney Sharon Woo and Office Manager Reginald Smith presented for the District Attorney’s Office (DA).   Ms. Woo reported that the DA’s Office has a new office management tracking system called DAMION.  She also stated that the District Attorney’s Office has implemented many of the recommendations outlined in the Justice and Courage Report, and that District Attorney Terence Hallinan has appointed two additional felony attorneys to the domestic violence unit. 

Co-chair Leal asked Ms. Woo to provide the Panel with printed copies of her report. The Panel will review the report and forward it to the proper committee.

Mr. Theisen asked the DA’s Office to provide the Panel with any written policies or protocols relative to domestic violence.

Ms. Woo stated that the DA’s Office is in the process of revising its protocol; however, she will forward the most recent protocol to the Panel.

Ms. Taylor-McGhee asked Ms. Woo when DAMION would be operational.

Mr. Smith stated that the DA’s Office anticipates having some components of DAMION operational by February.

Co-chair Keehn reiterated that the Departments should provide printed copies of their reports to DOSW.  The Department will forward the reports to the Panel for review.

Eileen Hirst presented for the Sheriff’s Department.  Ms. Hirst reported that the Sheriff’s Department booking system is 20-30 years old.  She commented that the archaic system makes it difficult for the Department to obtain demographic information on prisoners in custody.  She stated that crucial demographic information (i.e. nature of crimes, ethnicity, educational background, etc.) would help the Department implement additional programs.

Action: The various departments will forward printed reports to the Panel via DOSW.  DOSW will forward the reports to the Panel. The Oversight Panel will review the reports, and refer all questions to the respective committees. 

JUSTIS Meetings Report

Ms. Taylor-McGhee reported that DOSW was charged with investigating how various departments outlined in the Justice and Courage Report performed data collection and management.  She stated that DOSW met with several departments to gather information about the challenges the departments currently face when assessing and sharing information.  She commented that DOSW was astonished to discover that most of the systems are antiquated and departments share most information via paper. She stated that the JUSTIS case management system is desperately needed. The system will give departments the capacity to share information effectively and timely.  Ms. Taylor-McGhee thanked the departments for their support and participation.

December JUSTIS meeting

Ms. Taylor-McGhee reported that she has been asked to make a presentation at the December 5 JUSTIS meeting.

Committees: Membership and Priorities

Lieutenant Sharon McNally of the San Francisco Police Department provided the Panel a list of inspectors who will participate on the various committees.

Ken Theisen, Barbara Brooten Job, and Belle Taylor-McGhee volunteered to be on the Protocol committee.

Co-chair Susan Lean volunteered Jay Banfield of the Treasurer’s Office for the Data Collection committee.

Ms Taylor-McGhee stated that Deputy Director Rosario Navarrette and the Oversight Panel Coordinator will participate on the various committees. 

DOSW Deputy Director Rosario Navarrette stated that representation from the domestic violence community is needed on the committees.

Co-Chair Keehn stated that the selection of committee co-chairs should be discussed in the committee meetings. She added that the committees should meet next month (December.)

Ms. Belle Taylor-McGhee recommended that the committees review and attempt to resolve the issues outlined in DOSW’s data collection report.

Action: Committee members should receive a copy of the Justice and Courage Report. DOSW will coordinate the scheduling of the committee meetings.

Draft Letter to the Courts

The next Oversight Panel meeting is scheduled for December 17, 2002, from 10:00 a.m. until 12:00 p.m.

Co-chair Keehn asked if the meetings with the Courts should take place in January when the new judge takes over.

Co-chair Leal stated that an invitation should be extended to the new judge or her representative to attend the December 17, 2002, Panel meeting.

The Panel approved the letter to the Courts with the stipulation that the December 17, 2002, date change be added.

Action: Change the letter to reflect the next Oversight Panel meeting scheduled for December 17, 2002.
