The Chair, Ms. Oli Sadler, called the meeting to order at 1:10 p.m. Sally Pina and Nixon Lazaro seconded it. Ms. Sadler informed the group that the minutes from the last meeting were delayed and would be available at the next Data Collection Committee meeting. The group was also informed that Reg Smith was not available to take the minutes for this meeting. Nixon Lazaro and Ms. McGonagle volunteered to share in taking the minutes.

Ms. Sadler presented to the group three different flow charts for review, 1) Victim 2) Victim with Family 3) Suspect Chart. The group reviewed the updated charts. As a result, Ms. Sadler noted some changes on the chart. Ms. Sadler stated that she would also work on separating the general flow chart into two categories, "victim" and "defendant."

On the chart titled, "Victim with Family," Linda Klee (DA) pointed out that sometimes the victim(s) would directly contact the DA's office, regardless of whether the case is adjudicated or pending.

On the chart titled, "Suspect Chart, " Linda Klee expressed concern that she had spoken with a Sheriff Deputy recently and was made aware that a recent defendant was released before there was a probation hold. Mr. Pierucci explained to the group the procedure used by the SFPD when someone is arrested. Lieutenant Ellen Brin explained how the Sheriff's Department books someone after they are brought to them. Nixon Lazaro explained that the APD normally places a hold on someone when notified by the DA, SFPD, or another agency, that the person is in jail on a new incident. It was not clear to the group because the other departments did not know the individual and case. A possibility was proposed that the defendant might have bailed out prior to APD getting notice of the arrest.

Discussion ensued around the possibility of having someone from APD be available on weekends and nights. This would allow anyone who is arrested and on probation, (misdemeanor cases) be placed on a probation hold. Linda Klee (DA) expressed that all defendants who are arrested and who are on misdemeanor probation should automatically be placed on hold under 1203.2 PC.

The group reviewed and discussed the "short, mid-term, and long term" fixes that were discussed during the last Committee meeting. There was discussion on trainings police further on domestic violence misdemeanors. The subject of APD working on evening, weekends or on-call was mentioned again.

The group also continued to discuss the gaps present in the system. There was discussion around gaps such as the DA's not have access to CA and limited access to CLETS for district attorneys. There was discussion around domestic violence misdemeanors.

Ms. Sadler next talked about the role and need for metrics. Ms. Sadler requested that each group identify metrics to begin analysis of domestic violence cases. Ms. Sadler requested some statistics from each group on their domestic violence cases (felony/misdemeanor). As fixes are implemented the group will continue to take metrics. Sets of metrics will be used in measuring the results of fixes. Ms. Sadler went through each department and discussed the availability of metrics with that department. Ms. Sadler requested that each group start doing this by April 1, 2003. Ms. Sadler also suggested that each member meet with her individually.

The next Data Collection meeting will be on March 24, 2003 at 12 PM. At that meeting the departments will report the information they can obtain metrics on. Lieutenant Brin will find out if County Jail 8 has a room available - if not, the Linda will look into the DA conference room.
