MINUTES

I. Call to Order/Agenda Changes
The meeting was called to order by Chair Dorka Keehn at 9:20 am.
Approval of agenda (Murase/Keehn/Unanimous).

II. Approval of Minutes
Approval of minutes of February 1, 2006 (Murase/Keehn/Unanimous).

III. Old Business

A. Adult Probation Department Response to Court Compliance Study
Commissioner Keehn provided a brief report regarding the March 23, 2006 meeting between the Oversight Panel and Interim Chief of Adult Probation Art Faro, in which Mr. Faro responded to Dr. McAllister's Batterer Compliance Study and posed his own questions about the report's findings. The Panel discussed how the JUSTIS system will impact court compliance and asked Ms. Montoya to draft a follow-up letter to Mr. Faro thanking him for the short-term successes his work has generated and for his commitment to working with the Police Department on outstanding bench warrants.

B. Victim Notification System
In response to questions raised at the February Oversight Panel Meeting, Ms. Montoya provided the Panel with a memo detailing the San Mateo County Sheriff's Department Victim Notification Program (VNP). The Panel discussed the logistics of San Mateo's program and generated a series of follow-up questions for the San Francisco Sheriff's Department. Ms. Montoya offered to follow-up with Susan Fahey of the San Francisco Sheriff's Department to gather additional information and statistics for the June Oversight Panel Meeting. Ms. Upton offered to contact San Mateo-based Community Overcoming Relationship Abuse (CORA) to gather further information on the VNP.

C. Ethnic Media Roundtable
Commissioner Keehn thanked everyone who helped to organize the March 15 Ethnic Media Roundtable and expressed that it was very valuable and informative. The Panel agreed to follow-up with a second Media Roundtable with Spanish-speaking media, scheduled for July 6, 2006 from 1 - 3pm. Ms. Flores and Mr. Ramirez offered to help identify a domestic violence survivor and an ex-batterer to speak at the event. The Panel will discuss specific details at their June Oversight Panel Meeting.
 
D. Domestic Violence Safety and Accountability Audit
Trish Erwin, Safety Audit Coordinator, reported to the Panel on the status of the Safety & Accountability Audit. Ms. Erwin spoke to the proposed project schedule, as well as the three-part process for gathering information:  Observation, Interviews, and Text Analysis. The Panel approved the audit question as stated in the agenda - "If we believe that certain factors make a particular domestic violence victim more vulnerable, how do we know those factors exist and how, then, do we adapt our response?" (Upton/Theisen/Unanimous).

E. Domestic Violence Cross-Training Institute
In response to recommendations by the Blue Shield of California Foundation regarding the Domestic Violence Training Institute Proposal, Policy Analyst Colleen Montoya presented a Grant Proposal Addendum to the Panel. Dr. Murase reported that the Department would likely receive notification from the Foundation in April.

IV. New Business

A. Meeting with Judge Cynthia Lee, Domestic Violence Court
Ms. Upton reported on the Oversight Panel's meeting with Judge Cynthia Lee on March 2, 2006 at which Judge Lee expressed her commitment to closely monitoring the response time on Motions to Revoke in DV-related cases. The Panel expressed their appreciation to Judge Lee and discussed follow up options for creating an on-going dialogue. It was proposed that a second meeting be scheduled with Judge Lee, followed by a meeting with Presiding Judge Robert Dondero in August. Ms. Montoya will draft a thank-you letter to Judge Lee (5/10/06, Attached).

B. Meeting with Allen Nance, Interim Director of MOCJ
Dr. Murase reported on the Department's meeting with Mr. Nance regarding the violence prevention supplemental and the need to increase focus on victim services. The Panel recommended sending the April Oversight Panel Meeting minutes to Mr. Nance and inviting him to the June Panel Meeting. In regards to the budget surplus, the Panel expressed that they would like domestic violence programs to continue to be funded through DOSW, and requested that there be DOSW input on all proposed domestic violence funding and programs.

V. Reports

A. Protocol Committee Report
In Committee Chair Sally Pina's absence, Ms. Montoya reported that the Protocol Committee is nearing completion of a draft progress report on the status of implementation of Justice and Courage recommendations. The Committee will meet again on Wednesday, April 12 at 1:30 pm.

B. Resources Committee Report
The Resources Committee Report was covered in items III & IV.  The Panel addressed the lifetime of both committees and suggested that both might sunset once the audit is complete. The Committee will meet again on Tuesday, April 18 at 12:30 pm.

C. JUSTIS Report
Dr. Murase reported that JUSTIS should be fully implemented by January '07. To date, she estimated that the District Attorney's Office is at 90% of the way to full implementation, Public Defender's Office at 75%, Sheriff's Department at 90%, and the Police Department at 50%.
