Co-Chair Ollie Sadler called the meeting to order at approximately 1:15 p.m.

ITEM 1 – Adoption of November 19, 2003Agenda
Item 1 adopted on motion of Sally Pina.

ITEM 2 – Review and Adoption of October 15, 2003minutes
Item 2 adopted on motion of Rosario Navarrette.

ITEM 3 – Review Short, Mid and long-term fixes
Oli Sadler reviewed the short, mid and long-term goals/fixes.

Discussion was held on whether victims are receiving information on what to do if the Stay-Away Order is violated with the with the copy of the Stay-Away Order.  The need to create a specific flyer on Stay-Away Orders to give to victims was discussed.  The Committee thought the best way to do this would be to attach information to the order itself.  There was confusion regarding who exactly delivers a copy of the Stay-Away Order to the victim.  If delivered in court the victim is in a stressful state and not able to handle much information making the written information critical.

Action Item: District Attorney’s Office will look to see if they have a flyer dedicated to Stay-Away Orders information and will bring to the next meeting. 

Mid-Term
#1 – Kerry Dalrymple inquired into the use of her Department coding calls and asked members to eliminate codes which are not useful.  She asked members to review this information.

Action Item:  Kerry Dalrymple will send Emergency Communication’s Department’s domestic violence codes to Committee members.  Committee members will review for next meeting.

Discussion was held on the continued need for the District Attorney’s Office to have access to CAD and the current limited access to CLETS.  There was a discussion on holding a meeting between the San Francisco Police Department, DTIS and the DA’s Office to try to solve this issue.

Action Item: Sally Pina will contact Henry Shishmanian and invite him to attend the next Data Collection Committee meeting to discuss the District Attorney’s Office having access to CLETS and CAD.

Action Item: Oli Sadler will invite Walt Calcagno, DTIS to attend the meeting if Mr. Shishmanian is able to attend.

There was a discussion on backlogs.  The Committee is unclear if there is a current backlog on warrants being entered at the Police Department.

Action Item:  Inspector Washingtonwill follow-up and find out the current status of warrants and report back if a back-log exists.  Justine McGonagle will follow up with Inspector Washington.

There was a discussion on San Francisco Rap Sheets and the limited coding shown on the sheet. The rap sheet picks up only the first disposition code although the DA uses different codes to dispose of a case.  It was unclear to the group if the problem originated in the city’s computer system or at the Warrant Bureau.  The rap sheet picks up only the first disposition code. 

Action Item:  Sally Pina will talk with Henry Shishmanian or Tom Brooten on the rap sheet coding issue and report back to the Committee on her findings. 

Action Item:  Linda Klee will bring a sample of the rap sheet coding problem to the next meeting.

Inspector Washington gave Oli Sadler up-to-date domestic violence statistics from the police department.  Copies were made and distributed to the Committee.  Questions were raised on the definition of “court” and “assigned” from the statistical information received. 

Action Item:  Mr. Washington will bring definitions of “court” and “assigned” from the monthly DVRU statistics to the next meeting or if not attending contact Justine McGonagle with the information.

There was a discussion on follow-up with Ms. Bridget Bane, State of California Industrial Welfare Commission, who expressed interested at the October 22, 2003, Justice and Courage Oversight Panel meeting in participating on the Data Collection Committee.

Action Item:  Justine McGonagle follow-up with Ms. Bridget Bane, State of California Industrial Welfare Commission, on Ms. Bane’s interest to participate on the Data Collection Committee.

Item 4 – Feedback on Domestic Violence Statistics and Ownerships

All Committee members received a revised listing of the JUSTIS Citywide Domestic Violence Reporting Statistics. Department representatives will review and inform Committee members on the information currently being collected and what information could be collected from their department.  Committee members will bring this information to the next meeting.

Action Items: Committee members will review the JUSTIS Citywide Domestic Violence Reporting Statistics Draft #2 list received at the November 19, 2003, Data Collection Committee meeting to find out what information each is currently collecting and what information their systems are capable of collecting based on the list.  Committee members will bring this information to the Data Collection Committee meeting on December 17, 2003.

There was a discussion on the concern that a large portion of the domestic violence statistics wanted by the Department on the Status of Women would need to be collected from the courts.  Sally Pina expressed concern that the new system will not be able to capture the needed statistics. 

Action Item:  Rosario Navarrette will follow-up on the issue of the Court’s capturing needed statistics. 

Item 5 - Recommendations for the Oversight Panel
There are no recommendations at this time.

Item 6 - Next Meeting
The Next meeting of the Data Collection Committee meeting will be Wednesday, December 17, 2003, 12:30p.m.2:30p.m. Location is Hall of Justice, 850 Bryant Street, San Francisco.
