Minutes
The April 22, 2004, minutes were adopted.
Beverly Upton presented five responses to the training questionnaire.  In several responses the main themes were the need for training money. Several responses indicated the difficulty in freeing staff time to attend trainings.  Responses from members of the criminal justice system have also indicated this. It was also indicated that due to lack of staff, trainings are difficult to offer. There was a discussion around the need for coverage while staff attends trainings.  Community based organizations have not been compensated for trainings which they have provided.   The need for community based organizations input on trainings was identified as being vital to the criminal justice system’s domestic violence trainings.   

In the past, Family Violence Prevention (FVP) used to participate with Police Academy trainings.  It was also noted that past training used advocates from Victim Witness.  FVP puts on national medical domestic violence training. It was discussed that FVP might be able to provide previous curriculums.  It was discussed that agencies need resources to provide trainings.

There was a discussion around POST & STC trainings, which are not interchangeable. Currently, Adult Probation is out of compliance on training because there are no training funds available and therefore are not able to meet mandated training requirements.

Committee members discussed the Mayor’s Office of the Resources and that this office may help obtain grants and streamline the process.

There was a discussion about the lack of spaces. The Department on the Status of Women is experiencing this also in seeking to hold training in October. There was a discussion around creating a centralized listing of available space. 

The Committee decided that the creation of a domestic violence grant seeking agency or department would help solve the current domestic violence training problems.  The Committee discussed creating trainings which would involve all departments.  There was a discussion around problem solving sets as part of the training.  This would allow agencies to learn how problems are addressed cross departmentally, along with the ability to meet other domestic violence criminal justice staff and community advocates.  There was discussion around case based trainings model. 

Grants are often distributed to both criminal justice system and community based organizations to form partnerships.  Currently, City departments do not have the resources to look for additional resources and most departments do not have grant writers. 

The Committee voted to create a recommendation on a Domestic Violence Cross Training Pilot Project and a Domestic Violence Funders’ Summit.

The Funders’ Summit would include APD, 911, Sheriff, Police, DA, CBOs, DV Consortium, DCYF, Fiona Ma, Oversight Panel, City Attorney, MOCJ (Murlene Randle and Katy Miller) Patti Chang, and possibly First 5.

This will be presented to the ICCC and would be voted on before the next Oversight Panel meeting in order to expedite the process.
