MINUTES

 

Members Present:

I.          CALL TO ORDER/AGENDA CHANGES 
                                                                  

Captain Marsha Ashe called the meeting to order at 1:10 pm.  Quorum was established.   
    

 

II.       OLD BUSINESS          
                                                          

A. Update on Training Institute 
                                                

 

Dr. Emily Murase discussed her meeting with Marybeth Carter, of the Blue Shield Foundation of California (Foundation), regarding the Domestic Violence Cross-Training Institute.  A memorandum was distributed which outlined the Ms. Carter’s feedback and questions on the proposal.  The questions included:

§         What different types of training currently exist?

§         How does the Institute build on existing resources for training

§         Who is not presently receiving training

§         How will the Institute enhance collaboration among agencies?

 

The Committee discussed the questions posed by the Foundation.  The Committee highlighted the recent cuts in training from the State, specifically at the Sheriff’s Department.  Currently departments receive training from the Standard for Training and Corrections (STC), the Institute for Criminal Investigation (ICI), and the Peace Officers Standard of Training (POST).  Mr. Art Faro offered to obtain soft copies of the training curriculums for the Committee’s review.

 

Committee members discussed the unique training needs of San Francisco, specifically around cultural competency.  The panel suggested that the Blue Shield funding should go towards supporting domestic violence cross training across departments in order to maximize effectiveness and provide an opportunity for departments to learn from one another. 

 

The Committee will review the proposal and a draft letter of commitment at its next meeting.  The proposal to Blue Shield is due on December 16th. 

 

III.    NEW BUSINESS 
                                                                       

 

A. Strategic Planning for Resources Committee

 

The Committee discussed the overall strategic plan of the Resource Committee, including concerns about the participation/commitment of member departments.  Members requested that the Committee examine the following questions:

§         Purpose of Committee;

§         Committee participation;

§         Committee size;

§         Committee action plan and timeline;

§         Role of Committee Co-chairs.

 

The Committee agreed that their purpose should be broad and project focused, with an emphasis on domestic violence training.  The Committee will continue to discuss the specifics of its role and purpose

 

The Meeting Agreements:

 

·         The Committee will look for soft copies of current DV training curriculums.

·         Captain Ashe will bring a copy of the training standards from the Police Department.

·         Art Faro, Adult Probation, will provide a copy of the Standard for Corrections and Training.

·         Beverly Upton will look into the Attorney General’s Report on Domestic Violence.

·         The Committee will review the revised proposal budget for the next 2 years.

·         Notes will be posted on the web for access.
