JUSTICE AND COURAGE OVERSIGHT PANEL MEETING

MINUTES

1.  Call to Order and Roll Call 
Co-Chair Dorka Keehn called the meeting to order at 9:00 a.m.
2. The agenda for June 29, 2004 was adopted.

3.  Approval of Minutes
Minutes of March 30, 2004 were held over to the next Oversight Panel meeting.
4.   Adult Probation Report on Findings of JoAnn McAllister’s Study
Chief Probation Officer Armando Cervantes responded to questions from the Oversight Panel regarding Ms. McAllister’s study of domestic violence probationers’ participation in treatment programs and the issues of non enrollment.  Mr. Cervantes expressed a need for the hire of three additional Adult Probation Department staff solely dedicated to apprehending individuals on domestic violence bench warrants. Currently, APD faxes a list of individuals to the Fugitive Recovery Enforcement Team (FRET) Mr. Cervantes stated there will be a retirement in the Domestic Violence Unit in APD.  The Oversight Panel discussed the need for Asian languages to be spoken by Adult Probation officers.  The Oversight Panel stated that they will give support to backfill the position with a Mandarin speaking probation officer. 
Ms. Taylor-McGhee arrived at 9:15.
5. Status Reports from Committees                       
A.  Interdepartmental Communications and Coordination         - Quita Keller, chair, of the Interdepartmental Committee and Coordination Committee (ICCC) presented an update of the ICCC.  Ms. Keller stated that the ICCC had been reviewing the Justice and Courage Report and looking ant the recommendations initially laid out for the ICCC.  The group also addressed recruitment of more participants on the Project.
B.   Data Collection – Kerry Dalrymple, co-chair, of the Data Collection Committee, reported that the Data Collection Committee had completed the majority of the Data Collection JUSTIS Assessment and had passed the project to the Department on the Status of Women for the next steps.  Co-chair Oli Sadler will meet with the Department on the next steps.
C.   Protocol - The Protocol Committee began its protocol review of the Adult Probation Department.  There were three new members Sally Pina, SF Superior Courts, Liz Tarchi, District Attorney’s Office, Trish Erwin, and Community Member.
D.   Resources – The Resources Committee continued to work on cross and past trainings to find a method of supplementing or replacing lost domestic violence trainings done Citywide. Beverly Upton reported that the committee had created a questionnaire for community members focusing on training needs for the City’s criminal justice system.
6.   Evaluation Model
Manuel Vasquez gave a report on the evaluation proposal submitted by Gina Anderson, student of the University of California in Berkeley.  He indicated that while Ms. Anderson had provided a thoughtful and thorough proposal, the scope and depth of the proposal was significantly different from what had been requested.  Oversight Panel members will review the model by Patricia Erwin, included in their packets.  Oversight Panel members will ask Ms. Erwin to present at the next Oversight Panel meeting.  
7.   Appointment of Oversight Panel Members      
Discussion was held on the need to fill the vacancies on the panel.  Co-Chair Keehn stressed the importance of finding a Filipina to be on the panel representing the Filipino community.  She suggested that the panel invite Supervisor Fiona Ma and Marissa Dagdagon a Filipina who works at the Family Violence Prevention Fund to serve on the panel. She asked if staff had made contact with both individuals which staff confirmed.  Staff also informed Co-Chair Keehn that they have made numerous requests for information from Ms. Dagdagon and have not received the necessary information to-date.  Beverly Upton offered to speak personally to Ms. Dagdagon since their offices are in the same location and asked her to submit her resume, etc. for consideration by the Oversight Panel. 
8. JUSTIS Update  
Co-Chair Keehn updated on the Oversight Panel on the progress of JUSTIS.  Presently the Police Department and the Sheriff’s Department are reviewing vendors for their case management systems.  The Department on the Status of Women is seeking a position on the JUSTIS Governance Council.  This will need a vote by the Board of Supervisors.  Include in the packet is further information.  Minutes about the JUSTIS Governance Council are available on the Mayor’s Office of Criminal Justice website.
9. Report on Meeting with the Courts                                      
Barbara Brooten Job reported on the meeting with the courts indicating that it had been very well attended by the judges of family/juvenile/civil and criminal courts.  Issues impacting the courts and domestic violence cases and survivors and their children were discussed with very good participation by all.  Those present included Presiding Judge Donna Hitchens, Juvenile Court Judge Katherine Feinstein, Family/Civil Court Judge Harold Kahn, Criminal Court Judge Charlotte Woolard, Claire Williams, Director/OFC Division of Superior Court, Neil Tanaguchi, Courts Fiscal Officer, Elena Simonian, Court Technology and Data Director, Sally Piña data manager, Oversight Panel member Ken Theisen, DOSW staff Belle Taylor McGhee, Justine McGonagle and Rosario Navarrette.
Sally Pina will update the Protocol Committee on changes made by the Courts that follow this meeting.
10. Media Plan presented for Oversight Panel members in packet.  To be discussed at a future date.  There was discussion around an Op-ed piece for the month of December.  Discussion that Beverly Upton would email any updates on the recent domestic violence homicide to Oversight Panel members once information was released. 
Discussion about domestic violence awareness month was held with a focus on visibility in the community about Justice and Courage.  There was a discussion around holding a community meeting.  Suggestions include Filipino Cultural Center, YWCA, Cameron House, Mission Mental Health.  Oversight Panel would like to hold meeting on October 30, 2004, in the afternoon or evening.
Action: m/s/c (Upton, Taylor-McGhee, Unanimous) To hold a Justice and Courage meeting in the Asian, Filipino or Latino community in August.
