Meeting Minutes

Introductions/Roll Call

Chairperson Barbara Brooten-Job called the meeting to order at 10:10a.m. All members introduced themselves and the department or agency they represent.

Review of Minutes

There were no minutes from the initial committee meeting (1/15/03) for review. DOSW has not received them as of today. They will be available at the next meeting for approval.

Review of Questions from Oversight Panel

Barbara Kempster requested clarification as to the timeline of the Committee's work. Rosario Navarrette indicated that the committee is expected to submit a final report to the city and federal government by December 31, 2004.

Barbara Brooten-Job asked Sergio Calizo to explain the current status of the Adult Probation Department's (APD) protocol. Sergio explained that the APD is currently updating its protocol and expects to have it completed in a month. It is being done in Power Point format to allow for changes, when appropriate.

Review of questions from the Oversight Panel of the Adult Probation Department will wait until the new protocol is ready for dissemination.

Review of Protocols

Mary Twomey asked for clarity about what constitutes a protocol. A number of Committee members stated their views with consensus being that a protocol is a document that outlines internal procedures specific to how a department handles its responsibility vis a vis a domestic violence incident.

It was decided that at the next meeting, we will review the protocol for the 911 system. It was suggested and agreed upon that the Committee members will read the related papers on the 911 system in advance of the next meeting and come prepared to discuss it and ask questions. Avis Jones and Barbara Kempster from the Emergency Communications Department will present.

Oli Sadler posted on the wall the draft Domestic Violence Work & Data Flow charts. Committee members suggested numerous additions, deletions and edits to them.

Miscellaneous

Ken Theisen asked about possible representation on the Protocol Committee from the Public Defender's office. There was a brief discussion. As time was running short, this topic was tabled until the next meeting.

Rosario Navarrette announced that a representative from the national VAWA office would be visiting San Francisco on February 18, from 12:00-1:30, at City Hall. All members of the Protocol Committee were welcome to come.

Next Meeting

The next meeting will take place on Wednesday, March 12, 2002, 10:30-12:00 at the offices of Bay Area Legal Aid, 50 Fell St., San Francisco.

Adjournment

The meeting was adjourned at 12:00 p.m.
