Meeting Times
The Resource Committee meeting will meet on the third Tuesday of each month from 1:00p.m.-3:00p.m. Location TBD.  The March meeting will be held in the Adult Probation Department’s Conference Room.

February 15, 2005, Agenda
The February 15, 2005, agenda was adopted.

Minutes
Janice Madsen, ECD, was welcomed as a new member.

The DA’s office inquired about obtaining domestic violence tapes form ECD quicker for cases.  Ms. Tarchi stated that it would help the DA’s Office substantially if were provided quicker. This item will be placed on the agenda for March, 2005, and the Committee may make this as a recommendation.

Domestic Violence Cross Training Institute
The Committee discussed the Institute and reviewed the submitted draft proposal presented by DOSW.  Susan Fahey commented that Sheriff’s Department does not have mandated domestic violence training except for the staff of the Resolve to Stop the Violence Program (RSVP).  She stated that the Sheriff’s Department must meet jail minimum staffing requirements and this hinders staff from attending additional trainings.  The issue of the Sheriff’s Department is very much centered on needed coverage and not being able to pay overtime for staff to attend trainings.  Ms. Fahey suggested that staff from RSVP attend the trainings and participate along with any “train the trainer” trainings.

ECD commented that when it is required to provide trainings on new issues such as Homeland security, sometimes overtime pay is subsidized by the Federal Government.

Sergio Calizo stated that Adult Probation Officers have 40 hours of mandated training per year and this does not have to be domestic violence, except in the cases of APD Domestic Violence Unit (DVU) staff.  In this case DV Unit staff must have 16 hours of additional domestic violence training a year as part of the Department’s policy. The Adult Probation Department is receiving some domestic violence trainings and is working in conjunction with other departments to try to meet its needs as best as possible.

Institute
The Committee members stated that the Institute must offer multi-class options in order for departments to have staff coverage.

The suggestions were to:

  • Offer several trainings on the same subjects
  • “Train the Trainers” approach

The Committee stated a protocols cross training component would be useful for all departments.  Members stated that in order to ensure attendance the trainings would have to:

  • Be made mandatory for staff working in dv and stalking units.
  • Possibly fulfill STC requirements for Adult Probation Department.
  • Be a required training.  This would need to be agreed upon by department heads.

Liz Tarchi commented that the District Attorney’s Office is currently holding internal/outreach trainings every 90 days (to the best of its ability).  Eg. Postal service training.

It was also commented that many departments currently have internal protocol trainings. However, internal protocols trainings would need to be included as a best practice for each department and done on a continual basis following and incorporating the information form the DV Cross Training Institute.

It was discussed that the Committee should further inquire to the needs of the community for criminal justice trainings.  Also, the Committee should further inquire as to what the community can offer in the way of trainings.

Committee members discussed the housing of the grant writer position.  Members prefer to house the position within DOSW because it sees it as a neutral department that can also over project oversight.

Ms. McGonagle stated that the advantage to housing the grant writer position within MOCJ was that MOCJ could continue to place the need for training resources as a priority for the Department as well as the City.

The Committee stated that MOCJ may need to be a co-signer/co-sponsor of the grant. 

The Committee discussed that the facilitator/curriculum developer would set up the trainings and meetings with departments to discuss training needs.  This individual would work with departments’ trainers on their training requirements such as certification.

It was discussed that the grant writer position must be full-time in order to meet the long term goals of the City, fulfill any grant reporting requirements.  One cost savings approach discussed was the ability to house the trainings within available City space.

The Committee also discussed departments that are not required to have additional domestic violence trainings and their role.  It was discussed that information from the trainings should be incorporated in any general trainings of the department.

Some other ideas discussed were:

  • Questions – email and answer
  • Include Judges in the trainings

Justine McGonagle will discuss the community-based organizations’ case-based training scenarios  with Beverly Upton.
