Report/Updates

A report was given regarding the process for making recommendations to the Oversight Panel. Recommendations will be reviewed by the Interdepartmental Communications and Coordination Committee (ICCC) with the understanding that all discussions have been made regarding issues, benefits, impact, implementation plans, funding, etc by the committee submitting the recommendation to the panel. The ICCC is developing a form for submitting recommendations which will be provided to committee members.  The ICCC will finalize recommendations and process to refer the recommendations to the Oversight Panel.

There was a discussion on resources currently available.  The San Francisco Police Department (SFPD) reports submitted to the Domestic Violence Response Unit of the SFPD are not always legible due to the poor quality of the FAX machine.  The Adult Probation Department (APD) also reported that due to budgetary issues, an updated FAX machine that can handle a high volume will not be available until budgets are in place. The volume of Progress Reports received from batterer’s programs as well as police reports and other data needed for probation supervision processing has placed a heavy burden on FAX machines. The Committee agreed that this is an important issue to be resolved.

A standard victim’s resource list of services needs to be developed and utilized by agencies that deal with domestic violence.   There was discussion around creating a standard list to be given to all agencies and to be upgraded and maintained by one central agency.  This information then could be put on-line for agencies and members of the public to access when needed. The updating of this resource list is a requirement for this process to maintain an accurate website listing.

Models for Education

There was a discussion around models for prevention educational programs for the community. At this meeting the DARE model was presented by Art Faro.   A key feature of this educational process is that it is given primarily in schools (elementary and junior high level). Funding for this educational model is facilitated by the centralized DARE agency currently located in Los Angeles.  DARE inc. provides standard training and maintains the standards required for the educational model. Material for this model can be obtained from the DARE “parent agency” which is also responsible for finding necessary financial resources for continuing the DARE educational models. Participating agencies (usually local law enforcement agencies) go through this process with the understanding that they need to adhere to the strict guidelines outlined by the DARE program model.

This model was presented as an educational model not necessarily appropriate for domestic violence issues but as a model that could be looked at for the possible development of a domestic violence educational program within the San Francisco public schools.

Next Meeting

Due to holiday schedules committee members were not able to set a July meeting date but agreed in lieu of meeting that each committee member would develop a domestic violence proposal on possible community education projects which interested them to present to the Oversight Panel.
