Recommended Rules for Membership and Voting

 

Membership Guidelines

  • Members must be trauma informed
    • Understand the impact of trauma on people
    • Develop, apply, and execute services in a responsible way
    • Provide services and resources in a manner that limits or avoids retraumatization
    • Protect and support staff that works with those who have experienced trauma
  • Members must demonstrate a victim-centered approach
    • Give voice and choice to survivors/victims/clients
    • Prioritize safety, privacy, and wellbeing of the survivor/victim
  • Members must agree with Task Force mission statement values
  • Members must provide data for the Annual Report, if appropriate (i.e. they provide direct services to human trafficking survivors or are involved in investigation/prosecution of human trafficking cases)

 

Voting Members

  • Must be a government or non-profit agency/foundation
  • Must attend at least 50% of general meetings and 75% of subcommittee meetings to qualify as a voting member
  • Qualifying agencies will have one vote per agency
  • Agencies will strive for consistent membership of 1-2 representatives and to attend most meetings
  • To obtain voting rights, a new or returning member must attend 3 general meetings and 2 committee meetings over a 9-month period
  • MOUs will be drafted for member agencies as appropriate

 

Voting Rules

  • Task force will strive for consensus, will use majority vote if no consensus
  • Votes will be called on key policy positions that the Task Force is involved with, such as legislation, funding, policies, research, outreach campaigns
  • Voting items will be announced in advance
  • Representatives should be prepared to vote on behalf of their agency

 

Structure

  • Each subcommittee Chair will always be a voting member who follows similar rules and reports to the general meeting
  • Each meeting must have a facilitator from a member agency and a note taker who shall take minutes according to the format found here:
