I.        Introductions/Check-In

 

II.      Implementing Recommendations from FY 2015 Family Violence Council Report                        

The Council discussed the recommendations to be included in the FY 2015 Family Violence Council Report.  Members liked the inclusion of a strategic planning retreat to take place before budget season – preferably in December 2016.  The Council could then meet in January or early February rather than late February to approve the outcome of the retreat.  Council members had suggestions for locations of retreat.

  • Minouche will create a survey monkey to get Council member’s preferences on a whole or half day retreat, and preference for early December or January.

 

The Council went through other recommendations to identify which agencies/point people to follow through on each one:

 

1a)    Focus on language access – LEP Work Group – (Samara Marion from Office of Citizen Complaints is the point person).  The Council would like to get a presentation from work group and other agencies at Family Violence Council and keep this as a standing agenda item.

1b)   SFPD/APS cross reporting – Elder Justice Committee; (Tamari Hedani)

1c)    Review Special Victims Unit Annually – Justice and Courage committee; Elder Justice Committee; Children’s Advocacy Center Leadership Committee

  1. Standardize death review protocols – Domestic Violence Death Review Team; Elder Abuse Death Review Team; Child Abuse Death Review - report back semi-annual basis;
  1. Finalize protocol for “gone on arrival cases” - Justice and Courage;
  2. Finalize Supplementary form and protocol for health care providers reporting domestic violence to police – Justice and Courage;
  3. Implement a firearms surrender program – Justice and Courage;
  4. Stalking data– Justice and Courage;
  5. Batterer’s Intervention Programs – Adult Probation and Domestic Violence Consortium;
  6. Finalize elder abuse investigation tool – Elder Justice Committee;
  7. Report on Training – DOSW will collect information about agency family violence training from each agency for our report;
  8. Conduct community organization led trainings on family violence at Police Academy: SFPD and FVC Tri-Chairs;
  9. Create a strategic plan for the Family Violence Council to develop a road map for the Council, and to integrate and implement the elements of the 5 Year Plan to Address Family Violence – DOSW

 

  • We will create a chart to review our progress on the recommendations and update them at each meeting.

III.    Presentation of Report to Board of Supervisors 10/13/16

The Family Violence Council Tri-Chairs and DOSW will present the FY 2015 Family Violence Council Report to the Board of Supervisors Committee on Public Safety and Neighborhood Services on October 13, 2016.  Other FVC agencies are invited to attend the hearing.

 

IV.    Approval of Minutes

The Council approved the May 18, 2016 minutes. [Aguirre/Murase]

 

V.      Approval of FY 2015 Family Violence Council Report:

The Council approved the issuance of the FY 2015 Family Violence Council Report [Aguilar-Tarchi/Albright].

       

VI.    Sentencing Commission Update

Beverly Upton gave an update from the June Sentencing Commission meeting, which focused on trauma informed services and sentencing planning, and youth and children of incarcerated parents.

       

VII.  Key Issues in Family Violence                                                                                                                                                           

 

        Domestic Violence Updates (Beverly Upton)

·         The annual launch of Domestic Violence Awareness Month will be October 6, 2016 on City Hall Steps;

  • The Domestic Violence Consortium is having discussions with the Police Department on body cameras in domestic violence cases, is still monitoring cross reporting of domestic violence cases to CPS, and is looking at homelessness and domestic violence.

 

Elder Abuse Update (Beverly Upton)

  • Institute on Aging presented at Veteran’s Benefit Protection Project and is working on finalizing the elder abuse investigation tool.

 

Child Abuse Update (Katie Albright)

  • Family & Children’s Services and Police Department are working on protocols;
  • Section managers hired at Family & Children’s Services;
  • Medical Examiner and Department of Public Health doing work on child deaths: analysis of past cases 2007 -2011
  • Child Abuse Prevent Center is partnering with HAAS school to develop a report on the economic cost of child abuse in San Francisco.

 

Victim Witness Update (Jackie Ortiz)

  • 3 new programs in elder unit: financial fraud, homeless advocate, and pedestrian safety;
  • Acquiring 2 dogs for courthouse dog program.

 

DOSW Update (Emily Murase)

The Department met with Jeff Kositsky, new head of Department of Homelessness and Supportive Housing, to discuss domestic violence issues overlapping with homelessness.

 

There was a suggestion to Include community organizations such as Instituto Familiar de la Raza in the strategic planning process.
