  1. Introductions/Check-In

  1. Minutes from April 26, 2017 meeting were approved [Minouche Kandel/Alia Whitney-Johnson]

  1. Presentation on MAP 1193 (Robyn Levinson)

Robyn Levinson from Alameda County District Attorney’s Heatwatch presented on MAP 1193, an online tool to help implement Senate Bill 1193 (certain businesses mandated to hang a poster with human trafficking hotline number). It is a mobile optimized website that indicates the level of compliance of businesses and allows users to update businesses’ status and report information. A red-labeled business is not in compliance, orange indicates some signage that is not visible to all, green indicates compliance, and grey indicates that the business has not yet been inspected. Each county wishing to use this tool needs an administrator working in an anti-human trafficking-related government agency. MAP 1193 provides this administrator with frequent updates on businesses and information on who is reporting. The site will enable volunteers with simple training to get involved in the fight against human trafficking and educates businesses on SB 1193 in the process. In Alameda County, SB1193 applies to roughly 350 businesses and users filed over 100 reports using MAP 1193 in the last two months (about 5-7 reports daily).

Minouche Kandel from DOSW, Peter Keith from City Attorney, Archie Wong from District Attorney, Patrick Fosdahl from DPH Environmental Health and a representative from SFPD will meet to discuss whether San Francisco might like to be part of the MAP 1193 system.

  1. Task Force Evaluation: Administration of Levels of Collaboration Scale (Alexandra Lutnick)

Alix Lutnick administered the second annual levels of collaboration within the Mayor’s Task Force, as part of the evaluation. Returning members filled out scales reflecting levels of collaboration in the Task Force. The surveys were collected and follow up individual interviews will begin in August.

  1. Committee Reports

  1. Executive Committee

Minouche Kandel presented a draft of membership guidelines for the Task Force, as drafted by the Executive Committee in May. The Task Force discussed attendance requirements for members to gain voting rights and whether voting members must be affiliated with an organization. A straw poll was taken on the latter issue, with a majority in favor of unaffiliated individuals being non-voting members only.

  1. Adult Trafficking

Megan Kalsman from the Department of the Environment presented on the Healthy Nail Salon Program. The Program first began in San Francisco in 2012 and has since spread to other California counties. It is a voluntary and free program that educates salons to look for less toxic materials, have adequate ventilation, and generally improve hygiene and work safety conditions for employees and patrons. The program is currently being updated to add information on labor rights. The Asian Law Caucus is currently assisting in translating the materials. “Pretty Shouldn’t Stink” awareness ads will be in bus shelters as well as on social media. Materials can be found at https://sfenvironment.org/nail-salons.

Minouche Kandel presented on the Good Food Purchasing program. The goal is to ensure that the city government is using its purchasing power to support food suppliers that are local, sustainable, healthy, and have fair labor practices. The program began with school districts and the program is now aiming to expand with city hospitals and the Sheriff Department next fiscal year.

  1. Data Workgroup

The data workgroup updated the data tools used to collect information on human trafficking for the annual Mayor’s Task Force on Anti-Human Trafficking report on Human Trafficking in San Francisco. Elise Hansell provided an overview of the changes made.

Alia Whitney-Johnson updated the Task Force on her efforts to safely de-duplicate data on human trafficking.
