The Resolution is to read: whereas the City and
County faces a budget crisis, whereas the Elections Commission received extensive public comments
at its meeting as well as from other sources,
whereas the Elections Commission concluded that department funds, staff and resources are insufficient to support paid ballot arguments, therefore be it
resolved that paid ballot arguments be eliminated
from the Voter Information Pamphlet.

Commission has decided to appoint John Arntz
to the position of Director of Elections for a five-year
term subject to Civil Service rules.

Alternative
security plan for November 4,
2003 election.

This plan removes the Sheriff from any involvement with security of this election but permits deputies with experience and training to provide the security. The plan is designed to avoid any potential conflict of interest on the part of the Sheriff.

To seek waiver from the Board of Supervisors to
permit City employees to assist the Department of
Elections during and after the October 7, 2003,
November 4, 2003, and March 2, 2004 elections
as well as any election that might occur on
