MINUTES OF  SEPTEMBER 23, 2003 PROGRAM COMMITTEE MEETING of the JUVENILE PROBATION COMMISSION

held at Youth Guidance Center Rm 328   375 Woodside Ave  San Francisco, CA  94127

The Minutes of this meeting set forth all actions taken by the Commission on the matters stated, but not necessarily the chronological sequence in which the matters were taken up

1.

(ACTION)  Roll Call

The Chair called the meeting to order at 6:05pm.  Comm. Bonilla was present at the gavel. Comm. Connolly was excused.

(ACTION) Review and approval of  July 16, 2003 meeting minutes 

The minutes were approved as written.

3.

Public comment on any matter within the subject matter jurisdiction of the Juvenile Probation Commission

Elizabeth Siggins, Exec Director of YGC Volunteer Auxiliary, encouraged the Dept to pay attention to what’s left of the horticulture program at LCR, since the Auxiliary was very committed to keeping that going, it did not want to see all of its support and work just dry up.

(DISCUSSION) Report and discussion on the LCRS programming:   (Richard)

       a. SFUSD program

       b. SLUG/horticulture program, and their other activities at YGC. (not discussed)

       c.  Vocational programs

       d.  TANF Ranch funds status

CPO Tucker called T. Mtambuzi, D. Sanders to report on the overall plan and activities, then J. Fithian summarized what was happening with the SFUSD program.

In brief:  T. Mtambuzi reviewed the various systems being instituted under his direction/guidance, at LCR.  He’s working with all “modules” there (undefined), and they have come up with a set of overall goals, tasks and outcomes with deadlines and designated responsible staff.   He will keep monitoring the progress of each goal.  (a document which showed some of these things was passed to the committee).

Some things being done:  operations manuals for community providers, LCR staff. Training of community providers on how to serve youth at LCR.  Systems for the intake, assessment, assignment of youth to programs at LCR.    Initial assessment of youth takes 2 wks, with a 90 orientation, then progression to level 1,2 or 3.  The counselor is the main case manager for each youth.  Each program has 4 aspects to it: has a curriculum, is “experiential”, results in a certificate, has connections back in the community. L. J-Simpson is using PIC funds to support the construction program, and computer program. They are looking at reviving automotive arts as a program.

The length of the LCR will be individualized, from 6 mos to 12 mos, depending on the individual youth. 

LCR has now 3 on-call counselors, but that’s not enough to solve the OT/WC issues.  There are 31 youth at LCR.
J. Fithian said the changes in the school program have already shown improvement in the way the students learn (more academic classes are scheduled in the afternoons, so the students don’t slack off as the day proceeds). He is keeping a constant eye on the system so changes can be made in a timely manner when needed.

L. J-Simpson reported that 2 LCR youth graduated and entered the Job Corps training in Utah, while another one enrolled in the Treasure Island Job Corps culinary program.

M. Lui reported that at this point it looked like LCR was going to run a deficit of about $200K in its general fund budget, with about $227K in OT/WC charges above budgeted.  The Dept is using $130K of the $358K TANF Ranch funds to support a counselor position.
