MINUTES OF FEBRUARY 16, 2005 PROGRAM COMMITTEE MEETING of the JUVENILE PROBATION COMMISSION
held at Youth Guidance Center Conference Room 375 Woodside Ave.   San Francisco, CA  94127

1.

(ACTION)  Roll Call

Comm. Queen called the meeting to order at 5:15pm  Comm Chuck was present at the gavel. Comm Stiglich was excused.  B. Johnston, J. Knox, D. Sanders represented the Dept.

(ACTION) Review and approval of December 15, 2004 meeting minutes.

The minutes were approved as written.

Public comment on any matter within the subject matter jurisdiction of the Program Committee of the Juvenile Probation Commission
Comm Queen asked that the case of a recent CYA referral be looked into to ascertain the appropriateness of this disposition, as there were questions raised by some individuals that it was not warranted.  The Secretary will relay this request to B. Johnston.

(DISCUSSION/ACTION)  Report from District Based Planning Consortium meeting on January 8, with their recommendations for Log Cabin Ranch School.  Possible recommendation to full Commission of submitting them to the Mayor’s Blue Ribbon Committee.

Comm Queen reviewed that since the Commission has gone on record supporting the principle of district based planning, he had held a meeting with a district based consortium to discuss the problem of Log Cabin Ranch, and that they had presented their opinions to the Mayor’s blue ribbon committee on Log Cabin.  He wanted to have their presentation, and formal report, forwarded to the full Commission and be acknowledged as an integral part of the overall discussion and planning for the future of Log Cabin Ranch.   Three members of the consortium, Leon Muhammed. Dr. Abner Boles, Abu Amin, spoke.  They laid out various points that were discussed and agreed upon at the meeting held on Jan. 8.

(DISCUSSION/ACTION) Report from Donald Sanders on counties’ commitment of renting beds from Log Cabin Ranch. D. Sanders reported that they (LCRS) communicated with every juvenile probation jurisdiction in the state and every Chief that had a camp/ranch.  They had about 20 responses, but only one county that was willing to contract with us; San Luis Obispo.  Sanders said that within the rules and regulations for the Ad Hoc Comm, set up by Chief Tucker, they wrote the package up and submitted it to her and that’s where it is today.  Sanders said he called the guy from San Luis Obispo today and was told since they hadn’t heard back from us, they found some money to create their own ranch.

(DISCUSSION) Report from Community Programs Division on timelines for upcoming FY contracts, and  current status/progress of contractors.

John Knox, sitting in for Liz Jackson-Simpson: passed out a document which listed all the CBO contracts for the Dept.  Knox said that the contract dates for these are 2004-2007.  He said the utilization rates of the services was around 74%.

The TANF funded programs are going until June 30, 2005, when funding ends.  He said the JJCC is expecting to present their choices for funding, by March 3 of this year.

Contract systems with the CBOs.  Everyone participates in the PrIDE program, but the Dept is now changing its system to be closer to the one DCYF uses.  They use a computer based system where data is entered via computer; billing as well as program services/data reports.   This transition/integration is going on and should be accomplished in the next couple of months.

Comm Chuck asked what the contractual obligations were for PrIDE. Bill Johnston and Knox said they have another year to run on it.  Knox said when PrIDE started there was so many forms to fill out, CBOs didn’t, but now they’ve reduced it to a single page to fill out.  PrIDE is preparing a major report due this March, which should compile the data for this last period of operation (since their last report). Comm Chuck asked if the report would be analytical or descriptive.  Knox said that in past reports, there have been two parts, self evaluations from the contractors, and satisfaction surveys from the youth.

(DISCUSSION/ACTION) Recommend to the full Commission that it co-host with the district based consortiums, public meetings with the future Chief Probation Officer to review community concerns and needs as they relate to juvenile justice.

Comm Queen said that this would allow the Commission to be pro active in beginning to connect the new Chief with the various neighborhoods that are impacted by the system.  Comm Chuck 2nd.  The motion carried 2-0.

PO Kwanza Morton asked for clarification around item #4.

Comm Queen explained what that meant.  The main intent is to have the Commission be a guiding force in the issue, and that the communities most impacted, and those with expertise in delivering services, have a say in the discussion and implementation.

Stephanie Elliott, mental health staff from SPY who works at LCRS 4 days a week, talked about the services she provides the residents.

Comm Queen announced the swearing in of newly appointed commissioner, James Rodriguez. And a meeting in the Bayview regarding policing in the community, to be held at the Nation of Islam, on 3rd and Revere.

There being no further business, the meeting was adjourned at 6:23pm.
