MINUTES OF MARCH 16, 2006 PROGRAM COMMITTEE MEETING of the JUVENILE PROBATION COMMISSION

held at Youth Guidance Center conference room   375 Woodside Ave    San Francisco, CA  94127

 

 

 The Minutes of this meeting set forth all actions taken by the Committee on the matters 

                                                   stated, but not necessarily the chronological sequence in which the matters were taken up

 

1.

(ACTION)  Roll Call

Comm Hale called the meeting to order at 5:35pm.  Comms Beijen and Rojas were present at the gavel.  The Chief, Nancy Yalon, Liz Jackson-Simpson represented the Dept.   Denise Coleman attended.

Public comment on any matter within the subject matter jurisdiction of the Program Committee of the Juvenile Probation Commission

 There was no public in attendance at this point.

(DISCUSSION/ACTION) Short introduction to the programs/ services/ processes of the Department and its CBO contractors.

  1. Adjudication process from arrest to disposition.

Nancy Yalon gave an overview of the processing of youth through the juvenile justice system.

Points noted: the risk assessment instrument (RAI) is used to determine whether to retain a youth in JH or to release.  Incidents of school violence are reviewed by the DA.  Any overrides on the RAI are reviewed by a duty PO. All misdemeanors are supposedly routed through CARC, but it isn’t totally working that way yet. Protocols are being set up.  There needs to be a re definition of what detention’s purpose is (it is not punishment) so that it is not misused.   There was a short discussion regarding ‘654’ kids. There is a re organization of the probation services division being undertaken.  Case processing leading to a hearing take from 6 wks to 9 mos depending on specifics of each case.  The Dept wants to give more attention to the pre trial services that can be accessed. It is developing a youth assessment screening instrument for Intake, where specific case plans can be designed for each youth.

N. Yalon said there are about 20-25 youth awaiting placement, in JH. It is usually less than 2 wks to accomplish this. The ones waiting usually are high level need youth (needing mental health services also).  These types of placements are the most lacking. This county does not contract for beds so we end up waiting for openings.

  1. Overview of Dept and CBO programs

i.         Probation Services,

ii.        Juvenile Hall (Dennis Doyle, Dir) briefly went over a day’s schedule of activities for the youth in Juvenile Hall.  Besides the school district program there are medical/mental health services, and a number of program services offered thru contractors.  They are developing more vocationally oriented services in addition to their GED prep. The Chief suggested asking the SFUSD to come and talk about their program.  He further said that the staff in Juvenile Hall work hard to provide all the services the youth need, beyond those required by the W&I code.

D. Doyle said there are many more services now that emphasize learning than before.

There was a short discussion about the difficulty in finding “high level” placements for youth needing a complex of services. 

There was a discussion about the goals of the SFUSD program in the hall, whether concentrating on the “3-R’s” should be the main objective. The Chief said he has a meeting set up with the acting Superintendent to go over the school program.

iii.      Log Cabin Ranch
The Chief reported the escape of 2 youth from LCRS over the weekend, during a family visit. They haven’t been captured yet. The incident is being reviewed for improving security.

iv.      Community based

Liz Jackson-Simpson passed out a list of CBO contracts and briefly went over the history of contracting for services from the Dept. the current programs are varied. She said that the Focus program (run by the Dept) had the most GED graduates of those programs doing GED prep.

  1. Current evaluation protocol for Dept and CBO programs

      Comm Hale wanted the Dept to develop a mechanism to capture result-data of all the services that are  

      provided to youth.  The population at LCRS, with this, is now 24. He also mentioned the upcoming

      Family Day on the 26th.

Comm Hale asked for an outline of the RFP process so that a calendar can be established.  Comm Hale asked that the funding issue for LCRS, as raised by the Chief, be communicated to the Finance Comm. Chair.
