MINUTES OF APRIL 20, 2006 PROGRAM COMMITTEE MEETING of the JUVENILE PROBATION COMMISSION  held at Youth Guidance Center conference room   375 Woodside Ave  San Francisco, CA  94127

 

The Minutes of this meeting set forth all actions taken by the Committee on the matters 

                                                   stated, but not necessarily the chronological sequence in which the matters were taken up

 

1.

(ACTION)  Roll Call

Acting Chair, Comm Beijen called the meeting to order at 5:45pm.  Comm Rojas was present at the gavel. Comm Hale was excused.  Chief Siffermann, Toni Powell (Dir LCRS), Nancy Yalon, Garry Bieringer, Rev. Toni Dunbar were present.

 

2.

(ACTION) Review and possible approval of minutes of March 16, 2006

The minutes were approved as written.

3.

Public comment on any matter within the subject matter jurisdiction of the Program Committee of the Juvenile Probation Commission

There were none.

 

4.

(DISCUSSION/ACTION) Review and discuss the RFP process/timeline vis-à-vis service needs projected for next fiscal year.

The Chief was going to have Liz Jackson-Simpson report on this, but she was away at another meeting and did not return in time to make any report. This was tabled until the next committee mtg.

(DISCUSSION/ACTION) Program evaluations, what is being done?

The Chief briefly mentioned that the Dept was currently compiling an assessment of the contracts, but has not yet completed.  L. Jackson-Simpson would also report on this at the next committee mtg.  Item was tabled till then.

(DISCUSSION) Review and clarification of programs mentioned in the list submitted for the Mayor’s

supplemental budget.

This was an item that Comm Hale had asked for, so the report will be tabled until he is present.

The Chief mentioned that there was a request for information on LCRS, but it was not listed on the agenda. He asked Dir. Toni Powell to give a report.

T. Powell mentioned that they are hoping to do renovations in the gym so they can again use it.  They have 2 mental health therapists now, who will do assessments on all youth there.  They had staff attend a training on Anger Replacement Therapy and will be implementing that activity in place of the anger management program they had previously used.  They are re-vamping the “furlough” program that used to be used a decade ago.  This is a “weekend pass” type of program where youth could be given weekends off, if they met certain conditions.  The therapists will be utilizing family therapy sessions on weekend visit times where the youth and family can have group sessions to get ready and able to handle this responsibility. The Chief said this is a significant step being taken, in the family oriented approach, integrating skills to re enter the community.

The vocational programs are now: 3 classes (sound tech, barbershop, web design)  running simultaneously for 8 wks, with a 2-month break, and then run again. They may learn computer repair. They still have the photography and entrepreneur class and the writers’ corps. They are instituting writing skills to that, and not just doing poetry.

T. Powell said she wants to expose the staff to current knowledge related to their work, so they will be attending various trainings and conferences to learn.  The Ranch and staff have been isolated too long from the mainstream of activities and practices.  The Chief related an experience of having some LCRS youth out at a public event at ATT ballpark.  T. Powell spoke of the desire to teach the youth how to behave in different environments, to expose them to places they may not have the chance to go.  She said she’d like to do black college tours in the future.

She mentioned that the age of the youth (17-18) demand strategies that are appropriate to individuals who are “adults” and have adult attitudes and needs.  So they need to change the way they have been “following up” on youth.

The Chief said that the Bd of Supervisors passed the Mayor’s supplemental budget, which included a million for Log Cabin Ranch and Hidden Valley Ranch

Rev Toni Dunbar mentioned the educational enhancements for the summer.  To which T. Powell reported that they will run a summer program that begins right after school ends, till July 28.  They will do the Linda Mood Bell reading program with the other programs.  Everyone will be doing the reading program, do 4 hrs of paid work a day.

(DISCUSSION/ACTION) Program planning for new juvenile hall facility.

This was tabled till Comm Hale could be here.  The Chief said that Dennis Doyle has a written matrix of the programs in place and will be able to present it next time.

(DISCUSSION/ACTION) Resolution on commissioner recognition.

Comm. Beijen requested this be considered at the next full commission meeting.
