2009 2008 2007 2006 2005 2004 2003 2002 2001 2000 Commissioner Shawn Richard’s statement on the dissolution of the LCRS Advisory Committee

Over one year ago, the former Program Committee Chair developed the LCRS Advisory Committee to oversee and support the programs at LCRS. During this time, there were new programs that addressed the needs and interests of the youth. While the census was low at the Ranch, this was seen as a good time to identify resources to enhance the program structure.

The current status: in the spring of the year I was appointed to the Chair of the Program Committee, I inherited the development of the Advisory Council. This eleven member council, comprised of reps from the schoola, officials, judge, attorneys, community representatives, etc., has met 3 times over the last couple of months. It was the intent to formulate this Advisory Committee to work with the LCRS Director and the Chief and his staff to increase the referrals to the provision of service.

At the first meeting of the Council everyone got to know one another and set goals for moving forward. After instructions, the Council was to identify a Chair and continue its work. The second time the Council met, with the Chief Probation Officer, the Asst. Chief, LCRS Director and myself, however, only a few members came. On the third occasion, only 4 members participated. They were supposed to meet on their own to establish goals and outcomes.

My recommendations: there are a number of initiatives taking place throughout the Dept that many of the Advisory Council members are participating in, some of these like the JDAI or Gang Free Communities will greatly impact or enhance the quality of services at LCRS.

Everyone’s time is valuable and precious and should be used wisely and resourcefully. Therefore it is the Program Committee Chair’s recommendation that we dissolve the Advisory Council and encourage its members to stay involved or become a part of these other efforts.
