MINUTES OF MAY 9, 2003 PERSONNEL COMMITTEE MEETING of the JUVENILE PROBATION COMMISSION

(ACTION)  Roll Call

The Chair called the meeting to order at 5:54 pm  All Commissioners were present at the gavel, except Comm. Richard, who arrived at 6:30pm

Public comment on any matter within the subject matter jurisdiction of the Juvenile Probation Commission

There was none.

(ACTION)  Convene in CLOSED SESSION  pursuant to Govt. Code § 54957, and San Francisco Administrative Code § 67.10(b):

PUBLIC EMPLOYEE PERFORMANCE EVALUATION

              Position: Executive Secretary, Juvenile Probation Commission, Don Chan

The discussion revolved around what procedures to set up in performing an evaluation of the employee.  Comm. Hale wanted to have the employee say whatever he wanted, and to then be excused from the room while the Commission discussed his performance. The employee objected and said he had a right to face those who had anything to say about his performance.  Comm. Connolly agreed.  He said that the discussion around the process should be held in closed session and when the discussion regarding performance was held, the employee would be a part of that discussion.  The Commission agreed and they adjourned into Closed Session to discuss the process.

(ACTION)   Reconvene in OPEN SESSION and vote whether any or all of the discussion held in closed session will be disclosed. (SF. Admin. Code § 67.12(a)

The Commission re convened in open session at 7:13 pm and Comm. Connolly moved to disclose the motion he made in closed session. Comm. Ricci 2nd.  The question was called and upon voice vote, carried 7-0.  Comm Connolly re stated the motion:  to table item #3 until they have had an opportunity to consult with the City Attorney about establishing a process that incorporates concerns raised about process.

(ACTION)  Adjournment

Comm Hale asked to adjourn the meeting in honor (memory) of “Aunt Bea” (aka Julia Middleton), former Director of the Hunter’s Point Youth Park, who passed away May 1.

The meeting was adjourned at 7:15 pm in memory of Aunt Bea.
