MINUTES OF MAY 22, 2002 PROGRAM COMMITTEE MEETING
Held at the Visitacion Valley Beacon Center, 450 Raymond St. San Francisco


The minutes of this meeting set forth all actions taken by the Commission on the matters stated, but not necessarily the chronological sequence in which the matters were taken up


1. (ACTION) Roll Call
The meeting was called to order by the Chair at 4:30pm. Comms. Dupre, Hale were present at the gavel.
2. (ACTION) Approval of April 16, 2002 meeting minutes.
Upon motion, with a second, the minutes were approved as written.

3. Public comment on any matter within the subject matter jurisdiction of the Juvenile Probation Commission
There was none.
4.          (DISCUSSION) Report from PrIDE: Community Learning Center (Samoan Community Development
Center).
Ross Tobias of the PrIDE program reported. This program is an anger management workshop. Some highlights:
Clients experienced an increased feeling of trust toward their families.
Independence decreased, which possibly reflected their initial perception that they knew everything, but in the end were more willing to ask for more help.
School fairness scale showed a growing cognition of the unfair conditions within their schools.
Tobias referred to p.7 where the org. had indicated the areas of impact it hoped the program would have. However, none of these scales showed any significant changes.
The sampling was 23. Ideally they should have had 30-100.
Ross reported that the PrIDE program is moving its office to the Juvenile Probation Dept at the end of June. June 26 to be exact.
Comm. Richard asked why such a small sampling. Tobias explained that there is a problem at times with collecting forms on intake and exit. They are doing outreach to work closer with the CBOs in collecting the data and it has improved since doing so. They expect to have a sampling of about 40 for the Richmond Community Center programs.
There was a discussion about consent forms and why there is a problem getting them signed off.
The point was that the Commission hopes that future reports will reflect a larger sampling.
Trish Oberweis commented that overall, and especially among the TANF contractors, there has been a great amount of cooperation and support for the data collection.
Question: what percent of the total enrollment in this program does the sample represent? Tobias said that he could prepare a one page report to answer that and give that to the Commission secretary.
Lonnie Holmes spoke about his experience with the PrIDE program. He expressed that there were rumblings from some CBOs regarding the intensive time demands of data collection presented by PrIDE, and therefore do not comply. It was posed as a paperwork vs. service delivery conflict, and many felt that this task should be part of the POs responsibilities.
Ques: are the CBOs in conflict with the evaluations? No. it's a matter of time. They don't have enough time to do both that paperwork and do the services.
Comm. Hale asked that L. Holmes, to the extent possible, get the CBOs who have problems with the PrIDE system, to sit down with the Dept and iron them out.

5. (DISCUSSION) Update on the progress of the LCRS Advisory Committee.
Tabled at the direction of the Chair, until the next Committee meeting.

6.          (DISCUSSION) Review of the Bayview Barber College program at LCRS.
Dwayne Robinson reviewed correspondence he sent to Donald Sanders regarding work he had done in connection with the contract they had with the Dept, and the non response to his request for payment for that work.
Comm. Dupre asked that Comm. Richard facilitate a meeting between Mr. Robinson and the Dept (G. Tucker) and resolve this issue.

7.          (DISCUSSION) Request for Proposals for an Emergency Notification System for the purpose of
neighborhood alerts in the case of escapes or other emergencies at the Probation Dept. facility.
L. Holmes reported that the RFQs have gone out and there are 4 responses being reviewed and scored now. By the next Commission meeting, they will have selected a provider.

8.          (DISCUSSION) Request for Qualifications in conjunction with the planned integration of the PrIDE
program into the Dept's normal IT duties.
S. Arcelona reported that 18 interested parties picked up packets at a bidder's conference and deadlines for the response is Friday.
