MINUTES OF JUNE 21, 2007 PROGRAM COMMITTEE MEETING of the JUVENILE PROBATION COMMISSION

held at Youth Guidance Center conference room 375 Woodside Ave San Francisco, CA  94127

 

1.

(ACTION)  Roll Call

The Chair called the meeting to order at 5:34pm.  Comm Beijen was present at the gavel. Comm. Rojas arrived at 6:12pm.  The Chief and L. Holmes represented the Dept.

 

2.

(ACTION) Review and possible approval of minutes of March 28, 2007 meeting.

Upon motion and seconded, the minutes were approved as written.

 

3.

Public comment on any matter within the subject matter jurisdiction of the Program Committee of the Juvenile Probation Commission

There were none.

 

4.

(DISCUSSION/ACTION)Report by Committee Chair.

Comm Woodson briefly mentioned that she had completed her reviews of proposals in response to the Dept’s RFP for organizational development (under Zellerbach funding).  The Chief commented that this was not ready for public consumption at this time.  The Chair said that the working group on JDAI, via the Mayor’s Office of Criminal Justice, met yesterday and continues to review the situation and is progressing. She expressed her concern that there wouldn’t be needed finances attached to any suggested solutions, but was assured by Lenore Anderson that that issue would be dealt with when the time comes.  Comm Woodson said she would continue to attend and try to see that fiscal resources are made available.

5.

(DISCUSSION/ACTION) Status of the RFP process/current program services.

L. Holmes said the RFP process is not complete, with some reviews missing.  Final computations will be made and recommendations given to the Chief for review.  Then they will be forwarded to the Program Committee for inspection.  He felt that any commission action could be taken up in the full commission and not need to come back to the committee first.

The Chief mentioned that the issue of parenting skills was dealt with by ensuring that the service area of parenting was included in the RFP so that it will be part of the continuing services in the new fiscal year.

(DISCUSSION/ACTION) Presentation by David Inocencio of the Beat Within magazine.

David Inocencio was represented by Michael Kroll.   By way of history, D. Inocencio established the Beat Within in 1996, as a way for those inside the institution to get their voice heard by both people within the institution and the general public outside.  They are sponsored by the Pacific News Service and are supported through grants and fundraising (no $ from the JPD, and currently in tight financial straits).  Beginning as a 4-page leaflet it is now a 50-page booklet that is produced weekly, and contains contributions from other counties’ lock ups also. Their services have been requested by jurisdictions in many other states, but while the demand grows, their funding base is tightening.

Staff (from “the Beat”) hold sessions in the units every Tuesday.  They discuss different topics and then write about them. Their objective is to preserve the thoughts and feelings of the writers.  They are nationally recognized and have worked with other counties’ probation depts, colleges and universities, and high schools and CBOs.

Two young men (Perry Jones, Will Roy) who were formerly in this Dept gave personal testimony about their experiences with ‘the Beat’.

P. Jones recounted how he had a 2nd grade reading level at that time, but since has gone on to SFSU and now still working with ‘the Beat’ and current youth in the system.  He credited his positive forward movement to the continuing commitment, encouragement and guidance from David Inocencio and Jack Jacqua.

W.Roy said his experience was that this made him feel that he was a part of a community, and that he actually learned to look into himself and learn more about himself, to take self-responsibility.

M. Kroll said that while many people do know about the Beat, many more need to know, from many sectors.

They mentioned that the JH staff has been also getting involved with this program, which furthers the sense of community.

The Beat is being published with content from both SF and San Mateo Co, Santa Clara Co. has their own publication.

(DISCUSSION/ACTION) Review and revision of the language for initiating a Commission Commendation awards, with recommendation to the full Commission.

A short discussion was held and a revised version of the resolution was crafted (attached). This will be placed on the next full commission agenda for final adoption.

(DISCUSSION/ACTION) What is the process of informing POs about all available community based services for probation youth

L.Holmes said that a copy of the matrix of available CBO services is emailed to POs every couple of months, and hard copies are available too. While the list contains the information about the agency’s capacity, it does not give info on vacancy (slots available in the program).

Comm Rojas said she has heard complaints from CBOs that POs say they don’t even know that those programs exist. L.Holmes said it is a complicate situation and many things to consider. He said that CBOs not getting referrals just have to be persistent and get the POs to know and feel comfortable with them.

The chief said that the Dept has begun a daily posting of available detention alternative services, given to POs, judges, etc. that also cite openings at any point in time, and encourages them to be used.  They are also doing weekly case supervision/reviews with ACPO Allan Nance.
