MINUTES OF MAY 25, 2004 MEETING of the AD HOC COMMITTEE Of the JUVENILE PROBATION COMMISSION
held at Youth Guidance Center  Conference Room 375 Woodside Ave   San Francisco, CA  94127

1.

(ACTION)  Roll Call

Comm Queen called the meeting to order at 9:06 am.  Comm Bonilla was present at the gavel.  Comm Hale was excused.  LB Jackson, D. Sanders, J. Fithian, B. Johnston, LJ Simpson, L. Holmes were present.

(ACTION) Review and approval of May 18, 2004 meeting minutes
Comm Bonilla moved to approve the minutes as written.  Motion carried.

(DISCUSSION)  Reports back from individuals regarding their assigned tasks from the last meeting.  

a. Detail analysis of options presented by Sai Ling Chan (performed by Phil Arnold and Sai Ling Chan). Comm Queen passed out a sheet showing the projections that they arrived at for each option, but he pointed out that this was not done vis a vis the expense factors, to see if the net would be a positive or negative.  He will work on this.

b. update on possible transportation arrangements
    Liz and others are still exploring this. D. Sanders had some information, which he passed to Comm Queen. There will be a more detailed report given later.

c. updates on the re definition/description of job classes process
    B. Johnston wasn’t aware of any new developments with this. 

d. update from D. Sanders on horticulture projects, bed rentals; Chief Gwendolyn  B. Tucker on letters to all counties and/or businesses the Dept wants to do business with.
    D. Sanders handed out some documents that showed the possible costs for equipment in regards to rehabbing the showers and toilets in the dorms.  There was a document that LB Jackson put together, showing possible projected income from bed rental, using the figures that Fout Springs uses.  She pointed out that it would be more desirable to have contracted bed space rather than renting open beds, since under contract, the contracted price would be paid, regardless whether all beds were used or not.  She noted that the referring county would be responsible for transporting the youth back and forth from their county.  Medical procedures for the youth would still remain the responsibility of the referring county.

    Comm Queen asked what the extra expenses would be for the projected increase in bed space. B. Johnston and the others deferred to M. Lui for this break out.  This will be assigned to him.

    Sanders said they contacted about 10 operations in La Honda regarding horticulture, and they all wanted a brochure.  J. Fithian passed out a draft of a brochure on LCR.  There was a lively discussion regarding what format, how text and pictures could be used, and what to highlight.  Many things were mentioned.  Comm Bonilla offered to get in touch with a printer he uses to see if there’s a chance for some pro bono printing.  Fithian and others will work more on it.  Youth and Vicky Riga should also be involved in putting this together.

    D. Sanders mentioned talking with the Park and Rec people for San Mateo Co, as well as the Farm Bureau in Half Moon Bay, and they suggested producing firewood, cattle grazing, and other land use ideas (Sanders passed out a doc listing this).  He will be having a follow up discussion with the Farm Bureau next week. 

     Comm Queen returned to the brochure and suggested having more pics of students, as well as bullet points on what is offered at the ranch, rather than having a picture of the Chief and D. Sanders.

    L Holmes passed out a flowchart showing the aspects of LCR, to give anyone a one stop look at the overall way LCR is put together, in broad strokes. He did not included specific reference to various therapeutic services/programs.  He pointed out the vocational programs box and thought that the most immediate possibility for revenue generation would be horticulture related, and possibly through the Dept of Rehabilitation. 

    Comm Bonilla suggested he work with the LCR staff to project the potential revenue opportunities of each aspect he spoke about. 

    Comm Queen also asked for more specific projections of costs/revenues for those avenues, for the next meeting.

(DISCUSSION) Next steps, projected timelines.
Comm Queen summarized the tasks to be done:  Mark Lui will be assigned to do the analysis for costs of bed rentals, but it may not be ready for next meeting.

D Sanders will meet with Superintendent of parks for San Mateo Co., the Farm Bureau of Half Moon Bay for land use discussion, and talk with the zoning commissioner for San Mateo Co. He will also work with Jim Fithian on refining the brochure,  and bring in examples of other counties’ brochures,  and cost out the potential bed rental program (@ 45 beds). 

B. Johnston handed out a copy of an email that the Chief sent to other counties regarding the bed rental plan. This was done in lieu of a hard copy letter sent by US Mail.

The next meeting will be Tuesday,  June 1  at 9am. But thereafter meetings will be on Mondays, at 8 am.
