MINUTES OF NOVEMBER 5, 2004 SPECIAL MEETING of the JUVENILE PROBATION COMMISSION
held at City Hall Room 400,

(ACTION)  Roll Call
The Chair called the meeting to order at 5:58pm. Comms Hale, Queen, Chuck were present at the gavel. Comm. Stiglich was absent.

Public comment on any matter within the subject matter jurisdiction of the Juvenile Probation Commission

Rich Perino expressed the concerns of the POA for some of the principles and/or processes of the JDAI, saying it was taking up precious scarce resources in the Dept, and asked for the opportunity to present their case to the Commission.
Vicky Riga, photography teacher at LCRS, expressed her concerns for how the courts are dealing with LCRS; not being deliberative about the types of youth that will be referred there. She especially felt endangered by those who would have serious emotional and behavioral issues. The SFUSD program’s principal is only there once a month, they have no special ed or ESL instructors there, the psych is there only once a week.  She asked what could be done to “standardize” a type of youth that was appropriate for the ranch, and she asked what the Mayor’s “blue ribbon committee” was intending to do.

(DISCUSSION/ACTION) Bayview Hunters Point Foundation contract for intensive home based supervision.

This item was tabled for lack of a quorum to vote.

(ACTION) Pursuant to Govt. Code 54957.7, announcement of closed session.

Convene in Closed Session Pursuant to Government Code section 54957 and San Francisco Administrative Code Section 67.10, to consider:

                                    PUBLIC EMPLOYEE APPOINTMENT/HIRING 

                                    Discussion and possible action to forward nomination(s)

                                    for position of Interim Chief Probation Officer for appointment by
                                    the Mayor.  The Interim Chief will serve as the department head for
                                    the San Francisco Juvenile Probation Department until the Commission
                                    and Mayor act to make a permanent appointment following a national
                                    search.

(ACTION) Reconvene in Open Session, pursuant to Government Code section 54957.1, and Admin. Code Section 67.10. Vote whether to disclose any or all discussion held in Closed Session (San Francisco Admin. Code Section 67.12(a)), and disclosure of action taken in closed session. 

The Commission reconvened at 7:32pm. Comm Hale moved to not disclose content of the discussion held in closed session, but to announce the action taken.  Comm. Queen 2nd.  The action was to recommend to the Mayor that Bill Johnston be named acting Chief Probation Officer.  The question was called and upon voice vote, passed unanimously, 4-0.

There being no further business, the meeting was adjourned at 7:35pm.
