MINUTES OF JANUARY 4, 2005 SPECIAL MEETING of the JUVENILE PROBATION COMMISSION
held at City Hall   Room 416   1 Dr. Carlton B Goodlett Place   San Francisco, CA  94102                         

1.

(ACTION)  Roll Call

President Lingad Ricci called the meeting to order at 5:30pm.  Comms Hale, Queen, Stiglich were present at the gavel. Comm. Chuck arrived at 5:32pm.

(ACTION) Review and approval of December 17, 2004 meeting minutes

The minutes were approved as written.

There were none.

3.

Public comment on any matter within the subject matter jurisdiction of the Juvenile Probation Commission, that is not on this meeting’s agenda.

Mercedes H. Bran raised the issue of irregularities in the Annual Salary Ordinance (ASO, which details the total budgeted positions in the Dept –and City en total). She said that 5 positions added back by the Bd of Supes in July are not reflected in the ASO. Those positions are:  Sr Supervising Probation Officer, a counselor, a Sr Counselor, Principal Personnel Analyst, Secretary.  She said that if this had been done in July then there shouldn’t have been any layoffs of those individuals. Additionally, there are positions that were eliminated last year, which are still reflected in this Dept’s budget.  She said that having this discrepancy holds up the entire City’s ability to offer their “3+3” retirement.

She also reiterated her opinion that whoever the Commission chooses needs to know the City and the needs of the people in those communities impacted and have a rapport with them.

James Amerson (not clearly audible), a 30 yr resident of BVHP spoke in support of L. Holmes for the position of Chief. He reviewed some of the good work Holmes has done for the community and its youth.

(ACTION) Pursuant to Govt. Code 54957.7, announcement of closed session.

Convene in Closed Session Pursuant to Government Code section 54957 and San Francisco Administrative Code Section 67.10, to consider:

                                    PUBLIC EMPLOYEE APPOINTMENT/HIRING 

                                    Interview and possible action to forward nomination(s)

       for position of Chief Probation Officer ( which is the dept head within the meaning of

                                    Charter section 3.501), for appointment by the Mayor

There were none. The Commission convened in closed session at 5:40pm.  Heather Renschler remained in the session.

(ACTION) Reconvene in open session, pursuant to SF Admin Code § 67.12, to disclose any action taken, and vote whether to disclose any portion of the discussion held in closed session.

The Commission reconvened at 8:34pm in open session.  Comm Stiglich moved, (seconded) to not disclose any of discussion held in closed session. The motion passed 5-0.

(DISCUSSION) Announcements, requests for future agenda items

The next meeting will be scheduled for Thursday Jan. 13.  details will be finalized soon.
Comm. Stiglich suggested having a budget discussion at the next meeting due to the short turn around time for submitting the final Dept budget to the Mayor’s office (Feb. 20).

Comm Ricci suggested that individual commissioners could communicate with Ms. Renschler if they wanted to explore other actions that could be taken before the next meeting, in order to enlarge the pool of candidates.

Comm Hale wanted to have the Acting Chief available to clarify what was expected of her in this period.

(ACTION)  Adjournment

There being no further business, the meeting was adjourned at 8:36pm.
