Comm Chuck commented that Comm Queen requested the Facilities Committee look at the issue of the replacement project’s extension of time for completion, and the additional costs (brought up at the last full commission meeting).
Joanne Chow Winship made some comments regarding the draft minutes of the full commission meeting, the portion on her report. She made the following points: not sure what the Chief was referring to as items required by BOC, that were engineered out, but all BOC requirements are met in the project. Some items were “valued engineered out”. All “valued engineering was evaluated by Jesse Williams, who gave approval of any changes made.
Comm Hale suggested not using the word culpability. In reference to deletions of “valued engineering” items, there is no clear and single source for decisions made on them. Construction is a complex process. He is more concerned with the completion of the project so that kids are not left in a limbo between old and new facility.
Ques: the light problem? Ans: human error.
J. Chow Winship commented that in regards to Comm Hale’s concerns about the delay, she was concerned that any corrections to problems are done right, because this is a facility for the longterm.
She referred to the fence issue, and said that because counseling staff was not involved in the design process, what they might have wanted (a double fence, a 20 ft. fall fence) but will not get, may cause for the concerns being raised. The secure recreational area will not be netted overhead. It will be 4x larger than space previously existing. This is a concern and they are looking at it. She said that the Chief’s comments about the Dept not being aware of, or approving changes made to the plans may have been made without full information.
Comm Hale raised another question, about the amount of concrete in the structure and how it makes the place feel. He said it was in contradiction to the W&I codes that requires a juvenile detention ctr be operated as much like a “home environment” as possible. He mentioned the fireplaces in the old juvenile hall. Bigelow and Chow Winship said that there are “architectural finishes” which will make it more warm.
Comm Hale asked about public displays, as in a trophy case. Bigelow said there will be one. There was also a discussion about having a documentary/art piece that chronicled the development of the facility, for posterity’s sake.
Comm Chucks asked Bigelow and Chow Winship to come to the full commission meeting to answer other commissioners’ questions.
Bigelow said that their request for a supplement appropriations will not be heard at next Tuesday’s Bd of Supes meeting. He will keep the commission informed about that.
Bigelow said they could produce a written report for the finance committee meeting next week. They agreed to come to the Dec. 19 meeting.
