MINUTES OF JULY 16, 2003  PROGRAM COMMITTEE MEETING of the JUVENILE PROBATION COMMISSION

held at Youth Guidance Center Cafeteria  375 Woodside Ave San Francisco, CA  94127

The Minutes of this meeting set forth all actions taken by the Commission on the matters stated, but not necessarily the chronological sequence in which the matters were taken up

(ACTION)  Roll Call

The Chair called the meeting to order at 6:15pm  Comm Bonilla was present at the gavel.  Comm. Connolly was absent

Comm. Richard said for the record that this meeting was a joint June/July meeting.

(ACTION) Review and approval of  May 27, 2003 meeting minutes 

The minutes were approved as written.

(DISCUSSION/ACTION) Review of Dept annual assessment report on the Baseline Programs of the following CBOs:

Comm Richard expressed his disappointment that many CBOs chose not to attend this meeting, where their programs were being discussed.  He recalled that this occurred before and that he didn’t feel positive about CBOs who didn’t consider these meetings important to be at. He felt it was a slap in the face of the Committee and Commission.

Lonnie Holmes gave a short review of the individual CBOs listed above and did not note any untoward experiences this previous year.  He did mention that CJCJ’s DDAP program isn’t a contractor which is being used this year (03-04) for IHBS programming, and that they did not return a mid year report to the Dept about their program operations.  Ella Hill Hutch has just had a change in Exec Directors, as has Potrero Hill Neighborhood House.

Holmes commented that the Status Offender Program, which was slated for a cut, had that reduction reinstated by the Budget Comm. of the Bd of Supes, but he did not know what the status of that was to date.  Comm. Richard asked how many Dept youth that program, was serving, now.  Ans. One (1) as of today.

Comm. Richard wanted to note for the record, those CBOs who did attend tonight.  They are:  CYC, Morrisania West, Potrero Hill, BVHP Fdn, Huckleberry Youth Programs, Mission Neighborhood Centers, YWCA/CITS, SF Boys/Girls Shelter, Office of Samoan Affairs.  He commended those who did attend.

Edward Hatter, interim Exec. Director of Potrero Hill Neighborhood House commented that the organization would still focus on those things they were doing when Enola Maxwell was Director.  The staff is still holding to a tight working order and will continue the legacy left by Ms. Maxwell.  The Commissioners expressed their sympathies and condolences for their loss (Maxwell was E. Hatter’s grandmother), and their continuing respect for Ms. Maxwell’s history.

There was a short discussion regarding the agenda item being a ‘non action’ item, as written. As such, the Committee did not have an action to take.  Dept staff was concerned that this would back up the process of contracting and may delay payments even more.  It was commented that if an action was to be taken, it needed to be written in language, which asked for an action, a recommendation, approval/disapproval, or similar act.  Since it was not so written, the Committee could not make a recommendation to the full Commission.  Comm. Richard offered to make such a recommendation to the full Commission during his committee report, and if the Commission approved, it could be sent back to Committee for an action to recommend, after which the full Commission could act on it.

Staff asked if it could be expedited another way.  Ques: was the agenda for the full Commission meeting already posted?  Ans: yes, a Dept approved agenda was posted, and it doesn’t include any action items.  Ques: is there enough time to amend the already posted agenda?  Ans: yes, if amendment could be made by Friday (at the latest).  Specific language for an action must be included.  Staff will attend to this and pass it through the Chief’s office, for referral to the JPC Secretary, for posting.

L. Jackson-Simpson announced that Bill Johnston had been named Asst. Chief Probation Officer.

A rep from Mission Neighborhood Center announced that their Young Queens on the Rise is now a funded operation (after a number of years just being a volunteer initiative) and thanked the Commission and Dept for their support.  She pledged their ongoing support for working with girls in the Dept.

Fia Valentino, OSA, thanked the Committee for their continued support and encouraged them to look into trying to improve the services of the SFUSD county community schools (which they have been working with to attempt to get a transition back to “regular” schooling for youth in the Dept), because they are in desperate need to get better so they can really serve the youth.

E. Hatter wanted to know the status of LCRS and the Peer Counseling program.  Comm Bonilla remarked about the continuing economic situation in the City and the 03-04 budget, and reviewed that the Committee and Commission was ready to do what it could to make this a positive year, given the lack of resources.  LCRS is being operated this year. 

Comm Richard referred him back to L. Jackson-Simpson for the current status of the Peer Counseling contract.

Jack Jacqua castigated the Dept for apparently setting its priorities oddly, in not holding up its end of contracts, and paying CBOs for services rendered.  He mentioned the problems Potrero Hill has had after repeated attempts to get paid.  They haven’t received payment for over 6 mos for their 02-03 contract work, and here it is, the 03-04 year, and they don’t know about funding here either.

He asked the Committee to help resolve this matter.  Comms. Richard and Bonilla acknowledged this and referred the matter to Bill Johnston for resolution.

Public comment on any matter within the subject matter jurisdiction of the Juvenile Probation Commission

Comm Bonilla asked that the meeting be adjourned in memory of Robert Ramirez, a schoolmate of his who was the victim of a shooting over the weekend, at City College.    Comm. Richard also wanted to include the memory of Enola Maxwell in this.

(ACTION) Adjournment

There being no further business, the meeting was adjourned in the memory of Richard Ramirez, and Enola Maxwell.
