(DISCUSSION) Reports back from individuals regarding their assigned tasks from the last meeting.
a. Detail analysis of options presented by Sai Ling Chan (performed by Phil Arnold and Sai Ling Chan)
Comm Queen reported that this is still in the works and hopefully they will have something by the next meeting. In it he will be asking for a projection of costs/revenues for the various options they looked at [all very tentative because everything isn’t in place yet, but just to give a sense of the potential]
b. further details of possible transportation arrangements
still being looked at (by LJ Simpson, and Comm Queen). No further details available.
c. details on the re definition/description of job classes.
B. Johnston reported that they had a meeting about this, and there are many steps to take. They are looking for a reclassification of various positions to create a probation counselor position. M. Bran said they looked at Orange county, Santa Clara and San Mateo counties and what they have. She mentioned some of the activities of this “new” class, in order to qualify for Title IVe reimbursements. She said that the 8318 counselor is most appropriate for this, looking at starting with 8316 to 8323. this will take upwards of 12 mos. They have to do job analyses of all those affected, by themselves, DHR will not help them. There needs to be an organizational design that will show lines of authority for this class. The unions have to be involved in this process also. Comm Queen asked what needs to be done to expedite this. Bran said that the POA probably has all kinds of salary schedules information they could share with her. B. Johnston suggested going to the Mayor with the re classification plan, listing obstacles, and asking for his encouragement of DHR to help out. Comm Queen asked if he would see this is done, and he agreed to it. Comm Bonilla asked how soon could all the stakeholders could be gotten together to pursue this plan. Bran did not have any idea. J Berkowitz said that 790 needs to be brought in from the get go.
d. report from D. Sanders, Chief Gwendolyn B. Tucker
Sanders reported: M Gilchrist handed out a short report on what it would cost to rehabilitate the dormitory. The estimated cost was approx. $14,340.
Sanders said they had talked with an additional 15 counties –that do not run ranches or camps-- but no deep discussions have taken place yet.
Comm Queen emphasized that they need to have some money figures behind those overtures (on bed rental)
Sanders briefly looked at the horticulture issue. J. Fithian gave him a list of local producers, two of which say they want information from LCRS. Comm Bonilla asked them to look into any tax advantages those local businesses might get for working with us.
He asked if any official letters have been written to those counties regarding bed renting? Ans: no.
He asked that the Chief construct such a letter.
Sanders referred to someone at UC Davis that he was working with. He also passed out some literature about aqua culture –raising tilapia fish. He didn’t have any new report on their thoughts about aftercare. He said he had some information he wanted to discuss in private with Comm Queen.
J. Fithian said they are getting the students involved in the production/design of the brochure. He said he would prefer to have students in the photos (given whatever restrictions governed by law). Fithian credited Cathy Dearborn for getting all the information about the local producers. Comm Queen asked that they give credit to the students who are involved.
