Help implement SB1376: TNC Access for All Act, via a stakeholder workshop on December 5, 2018

Dear Colleagues and Disability Community Members,

As you may know, in September Governor Brown signed into state law Senate Bill (SB) 1376: TNC Access for All Act (Hill, 2018)

As part of this legislation, the California Public Utilities Commission is tasked with engaging with disability community stakeholders who are impacted by the availability of Wheelchair Accessible Vehicles (WAV’s) via ride-hailing services like Uber and Lyft.

If you or someone you know is impacted by this legislation, please consider participating in this workshop.

The workshop will be held:

December 5, 2018, 9:30 AM-12:30 PM

Courtyard Room, California Public Utilities Commission

505 Van Ness Avenue, San Francisco, CA 94102

Context:

The purpose of the workshop will be to initiate discussion of SB 1376’s requirements to “determine community Wheelchair-Accessible Vehicle (WAV) demand and WAV supply and to develop and provide recommendations regarding the establishment of geographic areas, criteria for Access Fund expenditures, and educational outreach objectives for programs for on-demand services and partnerships.”

At this kick-off workshop, Commission staff requests stakeholder input on how and where to engage stakeholders across four more workshops statewide on the implementation of the Act.  Per the Act, the Commission must work with stakeholders on: vehicle specifications, subsidies for wheelchair pickups, maintenance and fuel costs, designated pickup locations for drivers in locations where door-to-door service is not feasible, standards for trip requests, response times, and rider initiated cancellation, limiting of stranded users, integration of service into city and county transportation plans, or any necessary training or additional incentives for WAV drivers that results in a measurable impact on service availability, efficiency, and efficacy.
