Save the Date: August 3, MOHCD needs feedback from residents with disabilities

Dear Colleagues and Community Members,

The U.S. Department of Housing and Urban Development (HUD) has allocated a second round of Emergency Solution Grant (ESG) funding to the City and County of San Francisco under the Coronavirus Aid, Relief, and Economic Security (CARES) Act to help prevent, prepare for and respond to the impacts of the global COVID-19 pandemic. The amount of the second round of CARES Act ESG funding for San Francisco is $43,605,003. San Francisco received $5,501,459 in the first round of CARES Act ESG funding. San Francisco also received funding from HUD under the CARES Act Community Development Block Grant (CDBG) and Housing Opportunities for Persons With AIDS (HOPWA) programs in the first round of funding.

For the first round of HUD CARES Act funding, the Mayor’s Office of Housing and Community Development (MOHCD) issued two documents for public review and comment from June 8, 2020 to June 12, 2020.

  1. An Amendment to San Francisco’s 2020-2021 Action Plan that described the proposed uses of the first round of funding provided by HUD to San Francisco under the CARES Act.
  2. An Amendment to San Francisco’s Citizen Participation that allowed MOHCD to implement an expedited public participation process in accordance with HUD guidelines for CARES Act funding.

MOHCD will make available a second Amendment to San Francisco’s 2020-2021 Action Plan for public review and comment from August 3, 2020 to August 7, 2020. This second Amendment will include the proposed uses of the second round of ESG funding as well as the proposed revised uses of the first round of ESG funding under the CARES Act.

The 2020-2021 Action Plan is the first-year implementation plan under the 2020-2024 Consolidated Plan. It outlines community development and affordable housing strategies and priorities that will be supported with HUD funding and other funding administered by MOHCD during the program year that starts on July 1, 2020 and ends on June 30, 2021. HUD requires that the plan be amended to incorporate the CARES Act funding and its proposed uses.

The second Amendment to the 2020-2021 Action Plan will be available for review beginning Monday, August 3, 2020. The draft documents will be available electronically on the MOHCD website at https://sfmohcd.org/, HSH website at http://hsh.sfgov.org/, and HSA website at https://www.sfhsa.org. Due to the current shelter in place order, hard copies of these documents will not be available.

Members of the public who wish to provide feedback on the documents may do so by submitting written comments to gloria.woo@sfgov.org. The deadline for receiving written comments is Friday, August 7, 2020, at 5:00 p.m.
