Police Commission Minutes

February 6, 2013

 

FEBRUARY 6, 2013 REGULAR MEETING

 

The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:35 p.m.

PRESENT: Commissioners Mazzucco, Marshall, DeJesus, Chan, Kingsley, Turman, Loftus

(Commissioner DeJesus arrived at 6:10 p.m.)

PUBLIC COMMENT

Maria Bailey thanked law enforcement for coming into the Tenderloin regularly. She asked for more officers for the Tenderloin and requested for major sting operations in the district. She stated that stop and frisk is a must and crime must be stop now. (document submitted)

Paulette Brown showed a video of murder victims in San Francisco. She asked for recognition for families of murder victims. She stated she wants justice and closure for her son.

Pat Conde, Tenderloin resident, discussed concerns about tasers and requested that the money go into the mental health oriented solutions. She asked for more information and time for the community to become educated and informed.

Ray Hartz, SF Open Government, discussed control of the agenda and the rearranging of agenda items. (document submitted) "President Mazzucco is fond of telling me that I don’t control the agenda. He’s right, he does! He can arrange the agenda, have it distributed to the public, and then arbitrarily change it in whatever way he wants without regard for the results. And it is the results that matter! All I have requested, on a number of occasions, is that the commission be honest with the public! If the cost and time of the lawyers, witnesses, court reporters, or whatever, are more important than public participation in these meetings and the right of citizens to speak with the commission members regarding matters they consider important or matters that are presented in the meeting, then just be honest about! Publish an agenda, which actually reflects your priorities so that members of the public can make their plans based on the reality. Don’t pull a "bait and switch" on the public!"

Clyde discussed an incident in the Mission Station about two motorcycle cops and requested that the incident be reviewed.

Jeremy Miller, Idriss Stelley Foundation, spoke in regards to incident of police beating of Kevin Clark and stated that there will be a public speak out tomorrow at 24

 

th and Mission at 5 p.m. He also asked for a taser meeting in the Tenderloin. He went on to talk about the cost of policing the city during Super Bowl night.

 

Marty Halloran, Vice President POA, addressed comments made by Mr. Hartz about Inspector Miranda and Sgt. Goss and went on to talk about the history of the two officers.

Mary Kate Conner spoke in regards to how to engage with individuals with mental health disabilities. She asked what are the plans in putting together and police CIT unit and there was full funding for this program in 1997 and asked what happened to the money.

REPORTS AND ANNOUNCEMENTS

a. Chief’s Report

- Department’s Budget Presentation for Fiscal Year 2013-2014

Chief Suhr spoke in regards to the CIT Program. The Chief then went on to report on recent activities and crime statistics. He went on to talk about arrests made on Super Bowl night and talked about the press conference regarding the Kevin Collins case. He also talked about the Prohibitive Persons System who are individuals prohibited from having any firearms.

Sergeant John Crudo presented the OIS Investigation Process report.

Director Maureen Gannon and Ms. Carolyn Welch presented the Department’s budget report for fiscal year 2013-2014.

Director Hicks presented the OCC’s budget report for fiscal year 2013-2014.

Commissioner Loftus reported on the last ECW meeting last Monday, February 4

 

th, at the Scottish Rite Center. She also announced that next meeting will be on February 11th at the Bayview Opera House.

 

d. Commission Announcements and scheduling of items identified for consideration at future Commission meetings

Inspector Monroe announced no meeting on February 20

 

th and on the 27th the Commission will meet in the Northern at St Vincent de Paul, 2350 Green Street.

 

PUBLIC COMMENT

Jeremy Miller thanked the Department for the budget report but expressed concern regarding return to duty process on an officer-involved shooting. He went on to discuss concern about the burden of proof for OIS investigations.

ADJOURNMENT

Motion by Commissioner Kingsley, second by Commissioner Marshall. Approved 7-0.

Thereafter, the meeting was adjourned at 7:50 p.m.
