Police Commission Minutes

FEBRUARY 27, 2013 REGULAR MEETING

The Police Commission of the City and County of San Francisco met in the St.

Vincent De Paul School, 2350 Green Street, San Francisco, at 6: 10 p.m.

PRESENT: Commissioners Mazzucco, Marshall, Chan, Kingsley, Loftus

ABSENT: Commissioners DeJesus, Turman

Supervisor Mark Farrell addressed the audience and thanked Father Westray for

hosting the meeting at St. Vincent de Paul.

Commissioner Mazzucco welcomed the audience and asked the Commissioners

to introduce themselves.

Supervisor London Bree addressed the audience and spoke of dealing with

violent crimes in the district and is present to advocate for problem areas and to

increase staffing for the Department.

Motion by Commissioner Chan, second by Commissioner Marshall. Approved 5-

0.

REPORTS AND ANNOUNCEMENTS

a. Chief’s Report

- Review of recent activities

Deputy Chief Schmitt, for Chief Suhr, addressed the audience and spoke of

recent events in the city and the Department, including the recent Promotional

Ceremony held on February 20th , the Polar Plunge, and the Chinese Lunar New Year

Parade.

b. OCC Director’s Report

- Review of recent activities

Director Hicks introduced herself and went on to talked about the duties and

responsibilities of the Office of Citizen Complaints.

c. Commission Reports

- Commission President’s Report

- Commissioners’ Reports

Commissioner Mazzucco spoke of attending recent OFJ luncheon.

Commissioner Loftus spoke of attending recent Promotional Ceremony.

d. Commission Announcements and scheduling of items identified for

consideration at future Commission meetings

Inspector Monroe announced that the next meeting will be back at City Hall on

March 6th .

Commissioner Mazzucco spoke of attending the retirement of OCC’s Chief

Investigator Charles Gallman.

CAPTAIN GREG McEACHERN, COMMANDING OFFICER OF NORTHERN STATION, TO

ADDRESS THE COMMISSION ON POLICE ACTIVITIES IN THE NORTHERN DISTRICT

Captain McEachern addressed the Commission and the audience on police

activities in the Northern District and went on to talked about the overview of Northern

District, crime statistics and the demographics of the Northern District.

PUBLIC COMMENT

Ace Washington spoke regarding the state of emergency in the African

American community and talked about community policing.

Frank Disatily spoke about increased burglary in the district and may be caused

by increase of homeless in the Marina. He spoke of lack of enforcement. He spoke of

urinating in public, homeless in bus stops, and wondering homeless.

Barbara Growth spoke in regards to attending the last meeting regarding tasers

and showed an actual stun gun and how it does not cost as much as a taser.

Kurt, Bernal Hill resident, commended the police and the Commissioners and

spoke in regards to a restaurant opening in the Marina and how it can be attractive for

the homeless.

Pat Boyd spoke in regards to the homeless issue and that there should be more

liaisons through the Presidio Trust. She asked for help to start really start looking at

what’s happening with the merchants. She also expressed concern regarding Supervisor

Weiner’s proposal in bringing in food trucks. She also spoke of pedestrian safety and

break-ins and robberies. She also spoke in regards to Park and Rec working with a

restaurant in the Marina Green without letting the neighbors know.

Carol Harvey discussed concerns regarding crossing Lombard by Walgreens and

how dangerous it is.

Isabel Selby, store owner Union Street, asked for better response time by the

police and asked if there is a special number she should be calling.

Pam Hebel, resident and merchant Chestnut Street, thanked Northern Station

and Captain McEachern for the job they did on Super Bowl Sunday for having additional

officers patrolling Chestnut Street and specially commended Officer Matt Faliano.

Audrey Moy, volunteer Fillmore Merchants Association, spoke in regards to her

work with the merchants and how to deal with shoplifters.

Unidentified spoke in regards to the restaurant opening up on the Marina Green

and the concern for liquor license and urge that a beer and alcohol license not be issued

for this restaurant. She also spoke in regards to ordinance violation for commercial

vehicles carrying more than eight passengers and how there is a lack of enforcement.

Mark Basarwe, SF District Attorney’s Office, gave a brief overview of his job.

ADJOURNMENT

Motion by Commissioner Mazzucco to adjourn the meeting in memory of the

two fallen officers from Santa Cruz, Sgt. Loran Butch Baker and Detective Elizabeth

Butler, second by Commissioner Marshall. Approved 5-0.

Thereafter, the meeting was adjourned at 8:32 p.m.
